ความเป็นมา
เกิดจาการยุบตัวของเปลือกโลกเมื่อประมาณ 70 ล้านปีมาแล้ว เป็นแอ่งน้ำซึ่งเป็นที่รวบรวมของลำห้วยต่างๆ 18 สาย ต่อมาในปี พ.ศ. 2478 กรมประมงได้ตั้งสถานีประมงน้ำจืดจังหวัดพะเยาขึ้นบริเวณต้นแม่น้ำอิงและสร้างฝายกั้นน้ำทำให้เกิดเป็นบึงขนาดใหญ่ มีความลึกเฉลี่ย 1.5 เมตร คำว่า "บึง" ภาษาพื้นเมือง เรียกว่า "กว๊าน" ในอดีตพื้นที่กว๊านพะเยาเป็นพื้นที่รองรับน้ำจากเทือกเขาไหลลงมาเป็น ลำห้วย ลำธาร แม่น้ำ และกลายเป็นหนองน้ำเล็กใหญ่ในช่วงฤดูแล้งระหว่างเดือนมีนาคม-มิถุนายน ของทุกปี ปริมาณน้ำจะลดลงทำให้ชาวบ้านสามารถใช้พื้นที่เกษตรกรรม เลี้ยงสัตว์และเป็นเส้นทางสัญจรไปมาระหว่างตัวเมืองกับหมู่บ้านรอบๆ กว๊านพะเยา และเมื่อหลายร้อยปีมานั้นพื้นที่ในบริเวณของกว๊านพะเยาจะเป็นชุมชนหมู่บ้านมีวัดวาอารามอยู่หลายวัด ต่อมาเมื่อกรมประมงสร้างประตูกั้นน้ำในกว๊านพะเยาเพื่อกักเก็บน้ำ จึงทำให้บริเวณกว๊านพะเยาที่แต่เดิมเป็นชุมชนโบราณ และมีวัดหลายแห่งต้องจมอยู่ในกว๊านพะเยา
