อาเซียนได้พยายามศึกษาหาแนวทางและมาตรการที่จะขยายการค้าระหว่างกันให้มากยิ่งขึ้น โดยเฉพาะ การเปิดเสรีทางการค้าระหว่างกัน โดยใช้อัตราภาษีพิเศษที่เท่ากัน (Common Effective Preferential Tariff: CEPT) สำหรับสินค้าของอาเซียน ที่ประชุมสุดยอดอาเซียน ครั้งที่ 4 เมื่อเดือนมกราคม 2535 ณ ประเทศ สิงคโปร์ จึงได้มีมติเห็นชอบข้อเสนอของไทย โดยนายกรัฐมนตรี อานันท์ ปันยารชุน ในการเริ่มจัดตั้งเขตการค้าเสรีอาเซียน (ASEAN Free Trade Area: AFTA) ตามกรอบความตกลงแม่บทว่าด้วยการขยายความร่วมมือทางเศรษฐกิจของอาเซียน (Framework Agreement on Enhancing ASEAN Economic Cooperation) และความตกลงว่าด้วยการใช้อัตราภาษีพิเศษที่เท่ากันสำหรับเขตการค้าเสรีอาเซียน [Agreement on the Common Effective Preferential Tariff (CEPT) Scheme for the ASEAN Free Trade Area (AFTA)]
ประเทศสมาชิกอาเซียนซึ่งได้ร่วมก่อตั้งอาฟตาขึ้นในขณะนั้น มีเพียง 6 ประเทศ ได้แก่ บรูไน ดารุสซาลาม อินโดนีเซีย มาเลเซีย ฟิลิปปินส์ สิงคโปร์ และไทย ต่อมาภายหลังอาเซียนได้ขยายจำนวนสมาชิกเป็น 10 ประเทศ โดยเวียดนามเข้าเป็นสมาชิกอาเซียนลำดับที่ 7 ในปี 2538 ลาวและพม่า เป็นสมาชิกลำดับที่ 8 และ 9 ในปี 2540 และกัมพูชาเป็นสมาชิกลำดับที่ 10 ในปี 2542 อาเซียนจึงเป็นกลุ่มเศรษฐกิจที่มีขนาดใหญ่กลุ่มหนึ่งของโลกมีประชากรรวมกันกว่า 500 ล้านคน
