การศึกษาพัฒนาการและการมีส่วนร่วมของประชาชนในการจัดการป่าชุมชนพื้นที่ตำบล
บ้านสา อำเภอแจ้ห่ม จังหวัดลำปาง มีวัตถุประสงค์ 2 ประการ คือ 1) เพื่อศึกษาถึงพัฒนาการ และบทบาท ของชุมชนในการมีส่วนร่วมกับการอนุรักษ์ป่าชุมชนในพื้นที่ตำบลบ้านสา อำเภอแจ้ห่ม จังหวัดลำปางด้วยตนเองและการร่วมมือกับองค์กร 2) เพื่อศึกษาถึงวิถีชีวิตของคนในชุมชนและวิธีการจัดการป่าชุมชน ในพื้นที่ตำบลบ้านสา อำเภอแจ้ห่ม จังหวัดลำปาง โดยวิธีการศึกษาเป็นการวิเคราะห์ข้อมูลจากแบบสอบถาม และการสัมภาษณ์ อีกทั้งการวิเคราะห์สถิติเชิงพรรณนา รวมทั้งเอกสารและงานวิจัยที่เกี่ยวข้อง
ผลการศึกษาพัฒนาการเรื่องการมีส่วนร่วมของประชาชนกับการอนุรักษ์ป่าในพื้นที่ตำบลบ้านสา พบว่า จุดเริ่มต้นของพัฒนาการการมีส่วนร่วมเริ่มจากการอพยพย้ายถิ่นฐานของคนในชุมชนและการเปลี่ยนแปลงของสภาพป่าและการ ซึ่งถือว่าเป็นปัจจัยที่เป็นสาเหตุที่ทำให้ป่าไม้ถูกทำลาย
มีความเสื่อมโทรม ส่งผลเสียแก่ชุมชน เช่น ป่าไม้มีจำนวนลดลงแหล่งน้ำในการเกษตรไม่เพียงพอ เป็นต้น และจากบทบาทการมีส่วนร่วมของประชาชน เป็นปัจจัยส่งเสริมสนับสนุนที่ทำให้สถานการณ์ของป่าเกิดการเปลี่ยนแปลงทั้งด้านกายภาพ และทัศนคติของคนในชุมชน โดยเฉพาะบทบาทขององค์กรเอกชนที่เข้ามาให้ข้อคิดเห็น สร้างความรู้ความเข้าใจ สร้างการเรียนรู้ และสร้างกระแสอนุรักษ์ร่วมกันกับชาวบ้าน ทำให้คนในชุมชนเล็งเห็นถึงความสำคัญด้านการบริหารจัดการทรัพยากรน้ำ โดยผ่านการสร้างฝายชะลอน้ำ
และผลศึกษาวิถีชีวิตของคนในชุมชนและวิธีการจัดการป่าชุมชน พบว่าคนในชุมชนมีความเชื่อเรื่องประเพณีการดูแลรักษาต้นไม้โดยวิธีการบวช ร้อยละ 87.8 ความเชื่อเรื่องป่าชุมชนของท่านมีเจ้าป่า เจ้าเขา คอยปกปักรักษา เชื่อร้อยละ 89.8 ความเชื่อเรื่องป่าชุมชนของท่านมีเจ้าป่า เจ้าเขนา คอยปกปักรักษา เชื่อร้อยละ 89.8 และการนำความเชื่อขนบธรรมเนียมประเพณี มาใช้ในการอนุรักษ์ป่าชุมชนส่งผลดีต่อป่าชุมชน ร้อยละ 93.91

4. องค์ความรู้ที่เกิดขึ้นกับคนในชุมชน
โดยมีค่าเฉลี่ยรวมของระดับการได้รับผลประโยชน์จากป่าไม้ในชุมชนอยู่ที่ 2.885 อยู่ในระดับการได้รับประโยชน์มาก
จากลักษณะวิถีชีวิตของคนในชุมชมก็เป็นส่วนหนึ่งที่มีอิทธิพลร่วมกับบทบาทการมีส่วนร่วมขององค์กรภาครัฐและเอกชน ที่ก่อให้เกิดเป็นวิธีการจัดการป่าชุมชน มีกฎระเบียบในการใช้ทรัพยากรป่าอย่างชัดเจนในชุมชน คนในชุมชนมีส่วนร่วมในการจัดการป่า มีการแบ่งโซนพื้นที่ในการใช้ประโยชน์จากป่ามีกิจกรรมที่เกี่ยวข้องกับการอนุรักษ์ป่า มีงบประมาณในการจัดการทรัพยากรป่าจากหน่วยงานภาครัฐ และเอกชน มีกลุ่มอาสาสมัคร กลุ่มอนุรักษ์ป่า พบว่าค่าเฉลี่ยโดยรวมอยู่ที่ 4.062 อยู่ในระดับมากที่สุด ทำให้พบว่าวิธีการจัดการทรัพยากรป่าชุมชน เป็นวิธีการที่ดีและมีประสิทธิภาพในการจัดการป่าชุมชน
