3. แนวคิดเรื่องการกำกับดูแลกิจการไปรษณีย์
โดยส่วนใหญ่รัฐจะเป็นผู้มีหน้าที่จัดทำบริการสาธารณะเฉพาะเรื่องที่มีความจำเป็นและสำคัญต่อความเป็นอยู่ของประชาชนทั่วประเทศ ตัวอย่างเช่น ในประเทศสาธารณรัฐฝรั่งเศส เมื่อมีการกระจายอำนาจจากราชการบริหารส่วนกลางไปยังองค์กรปกครองส่วนท้องถิ่น ในปี ค.ศ. 1982 แล้วได้มีการจัดกลุ่มประเภทของบริการสาธารณะที่รัฐเป็นผู้จัดทำไว้ 2 ประเภท ดังนี้

(๒) บริการสาธารณะระดับท้องถิ่น ได้แก่

(๒.๒) บริการสาธารณะทางด้านเศรษฐกิจ
(๒.๓) บริการสาธารณะทางด้านสังคมและการศึกษา
