• ชุมชนมีความสามารถในการแยกแยะได้ว่าวิธีการแก้ปัญหาใดประชาชนในชุมชนสามารถแก้ไขได้
• วิธีการใดอยู่นอกเหนือความสามารถของชุมชน ให้เจ้าหน้าที่ของรัฐ บุคคลหรือองค์กรภายนอกเข้ามาช่วยแก้ไขปัญหา
• ประชาชนในชุมชนนั้นเป็นผู้ตระหนักถึงปัญหาของชุมชนของตนเป็นอย่างดี
• เป็นผู้กำหนดปัญหาสาธารณสุขของชุมชนนั้นเอง

2. การใช้เทคโนโลยีที่เหมาะสม (Appropriate Technology = AT) เป็นเทคนิควิธีการที่ง่ายไม่ซับซ้อน ยุ่งยาก เหมาะสมกับแต่ละสภาพท้องถิ่นและประชาชนสามารถปฏิบัติได้ เช่น
• การทำระบบประปาด้วยปล้องไม้ไผ่ การใช้สมุนไพรในชุมชน
• การใช้ระบบการนวดไทยเพื่อบรรเทาอาการปวดเมื่อย
• อาจเป็นภูมิความรู้ดั้งเดิมในชุมชน ที่ชุมชนมีการถ่ายทอดในการแก้ไขปัญหาสาธารณสุขของตนเองมาเป็นเวลาช้านานแล้ว เช่น
• การใช้ยาหรือแพทย์แผนไทยในการรักษาพยาบาลโรคบางอย่าง หรือการนวดไทย
• ประชาชนในชุมชนนั้นเป็นผู้ตระหนักถึงปัญหาของชุมชนของตนเป็นอย่างดี
• เป็นผู้กำหนดปัญหาสาธารณสุขของชุมชนนั้นเอง
• เป็นผู้วิเคราะห์ปัญหา ตลอดจนแนวทางแก้ไขปัญหาของชุมชน
• ชุมชนมีความสามารถในการแยกแยะได้ว่าวิธีการแก้ปัญหาใดประชาชนในชุมชนสามารถแก้ไขได้

3. มีการปรับระบบบริการพื้นฐานของรัฐเพื่อรองรับการสาธารณสุขมูลฐาน (Reoriented Basic Health Service = BHS) หรือ Health Infrastructure ระบบบริการของรัฐ และระบบบริหารจัดการที่มีอยู่แล้วของรัฐ จะต้องปรับให้เชื่อมต่อและรองรับงานสาธารณสุขมูลฐานด้วย มีความมุ่งหมาย คือ
3.1 ต้องการให้เกิดการกระจายการครอบคลุมบริการให้ทั่วไป (Coverage)
3.2 การกระจายทรัพยากรลงสู่มวลชน (Resource Mobilization)
3.3 การจัดระบบส่งต่อผู้ป่วยที่มีประสิทธิภาพ (Referal System)

- โครงการพัฒนาระบบบริการของสถานบริการและหน่วยงานสาธารณสุขในส่วนภูมิภาค (พบส.)

4. การผสมผสานกับงานของกระทรวงอื่น ๆ (Intersectoral Collaboration = IC)
• การประสานเพื่อให้หน่วยงานอื่นทำงานในความรับผิดชอบของหน่วยงานนั้น ๆ
• ส่งเสริมหรือสอดคล้องกับการพัฒนาด้านสุขภาพ
• ไม่ใช่ขอให้บุคลากรของหน่วยงานอื่นมาร่วมกันปฏิบัติงานภาคสาธารณสุข
• ประชาชนในชุมชนนั้นเป็นผู้ตระหนักถึงปัญหาของชุมชนของตนเป็นอย่างดี
• เป็นผู้กำหนดปัญหาสาธารณสุขของชุมชนนั้นเอง
