บทคัดย่อ
การศึกษาวิจัยสภาพ ปัญหาและแนวทางการพัฒนาการบริหารงานวิชาการในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 ในครั้งนี้ มีความมุ่งหมายเพื่อ 1) เพื่อศึกษา สภาพ การบริหารงานวิชาการในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2
2) เพื่อศึกษา ปัญหา การบริหารงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 3) เพื่อศึกษา แนวทางการพัฒนาการบริหารงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 กลุ่มตัวอย่างได้แก่ ผู้บริหารสถานศึกษา และครูวิชาการสถานศึกษา ในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 ปีการศึกษา 2557 ได้มาโดยการสุ่มแบบแบ่งชั้นภูมิ (stratified random sampling) จำนวนทั้งสิ้น 288 คน เครื่องมือที่ใช้ในการเก็บข้อมูล ได้แก่ แบบสัมภาษณ์แบบมีโครงสร้าง แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย
ส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัย พบว่า
1. สภาพ การบริหารงานวิชาการในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 พบว่า มีค่าเฉลี่ยอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า มีค่าเฉลี่ยอยู่ในระดับปานกลางทุกด้าน โดย ด้านพัฒนาสื่อ นวัตกรรมและเทคโนโลยีเพื่อการศึกษา มีสภาพการบริหารงานวิชาการอยู่ในระดับปานกลางที่มีค่าเฉลี่ยสูงที่สุดและสามารถเรียงลำดับค่าเฉลี่ยจากมากไปน้อยตามลำดับดังนี้ 1) การวิจัยเพื่อพัฒนาคุณภาพการศึกษา 2) ด้านการพัฒนาการประกันคุณภาพภายในสถานศึกษา 3) ด้านการพัฒนาแหล่งเรียนรู้ 4) ด้านการนิเทศการศึกษา 5) ด้านการพัฒนาสื่อ นวัตกรรม และเทคโนโลยีเพื่อการศึกษา 6) ด้านการพัฒนากระบวนการเรียนรู้ 7) ด้านการวัดผล ประเมินผล และเทียบโอนผลการเรียน 8) ด้านการพัฒนาหลักสูตรสถานศึกษา
2. ปัญหา การบริหารงานวิชาการในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 พบว่า มีค่าเฉลี่ยอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า ทุกด้านมีค่าคะแนนเฉลี่ยอยู่ในระดับปานกลาง โดย ด้านการพัฒนาหลักสูตรในสถานศึกษามี ปัญหา การบริหารงานวิชาการอยู่ในระดับปานกลางที่มีค่าเฉลี่ยสูงที่สุดและสามารถเรียงลำดับค่าเฉลี่ยจากมากไปน้อยตามลำดับดังนี้ 1) ด้านการพัฒนาหลักสูตรสถานศึกษา 2) ด้านการวัดผล ประเมินผล และเทียบโอนผลการเรียน 3) ด้านการพัฒนากระบวนการเรียนรู้ 4) ด้านการนิเทศการศึกษา 5) ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษา 6) ด้านการพัฒนาแหล่งเรียนรู้ 7) ด้านการพัฒนาการประกันคุณภาพภายในสถานศึกษา 8) ด้านการพัฒนาสื่อ นวัตกรรม และเทคโนโลยีเพื่อการศึกษา
3. แนวทางการพัฒนาการบริหารงานวิชาการในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามหาสารคาม เขต 2 สามารถสรุปแนวทางการพัฒนาได้ดังนี้
3.1 ด้านการพัฒนาหลักสูตรของสถานศึกษา 1)ศึกษาวิเคราะห์เอกสารหลักสูตร สำรวจสภาพปัญหาความจำเป็นความต้องการและของสังคม ชุมชน และท้องถิ่น 2)กำหนดจุดมุ่งหมาย คัดเลือกเนื้อหาสาระการเรียนรู้และการจัดประสบการณ์เรียนที่สอดคล้องวิสัยทัศน์ พันธกิจ เป้าประสงค์ และคุณลักษณะอันพึงประสงค์ 3) บริหารจัดการโดยการใช้หลักสูตรได้อย่างเหมาะสมและมีการนิเทศการใช้หลักสูตรเป็นประจำ 4) ติดตามประเมินผลการใช้หลักสูตร และหลักสูตรมีการปรับปรุง ทุกๆสี่ปี
3.2 ด้านการพัฒนากระบวนการเรียนรู้ 1) จัดหาและมีการใช้แหล่งเรียนรู้หลากหลายทั้งภายในและภายนอกโรงเรียน 2) ให้ครูจัดกระบวนการเรียนรู้ที่สอดคล้องกับความสนใจ ความถนัดของผู้เรียน 3) พัฒนาครูและผู้เรียนเพื่อการเรียนรู้อย่างต่อเนื่อง 4) มีการนิเทศการเรียนการสอนโดยเน้นการนิเทศช่วยเหลือแบบกัลยาณมิตร
3.3 ด้านการวัดผลประเมินผล และเทียบโอนผลการเรียน 1) ศึกษา กำหนด กฎระเบียบการวัดและประเมินผล และมีการวัดและประเมินผลเพื่อศึกษาผู้เรียน 2) ให้ครูจัดทำแผนการวัดและประเมินผลที่อดคล้องกับมาตรฐานสาระการเรียนรู้ หน่วยการเรียนรู้ แผนและกิจกรรมการเรียนรู้3) พัฒนาเครื่องมือวัดและประเมินผลให้ได้มาตรฐานอยู่เสมอ 4) ให้ครูดำเนินการวัดและประเมินผลตามสภาพจริง
3.4 ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษา 1) ศึกษา และมีการวิจัยในชั้นเรียนเพื่อพัฒนาคุณภาพของผู้เรียน 2) ส่งเสริมให้ครูศึกษา วิเคราะห์ วิจัยเพื่อพัฒนาคุณภาพงานวิชาการแต่ละกลุ่มสาระการเรียนรู้ 3) ประสานความร่วมมือในการศึกษาวิเคราะห์วิจัยในลักษณะภาคีเครือข่าย 4) มีการแลกเปลี่ยนเรียนรู้จากผลงานวิจัยในชั้นเรียน
3.5 ด้านการพัฒนาสื่อ นวัตกรรมและเทคโนโลยีเพื่อการศึกษา 1) ศึกษา วิเคราะห์ความจำเป็นในการใช้สื่อ และเทคโนโลยีเพื่อการเรียนการสอน 2) จัดหาสื่อและเทคโนโลยีเพื่อใช้ในการเรียนการสอนและส่งเสริมให้ครูผลิตสื่อ นวัตกรรมการเรียนการสอน 3) ประสานกับสถานศึกษาอื่นในการผลิต จัดหาพัฒนาและการใช้สื่อนวัตกรรมและเทคโนโลยีเพื่อการเรียนการสอน 4) มีการใช้สื่อและเทคโนโลยีในการเรียนการสอนที่เหมาะสมกับกลุ่มผู้เรียน 5) ประเมินผลการพัฒนาการใช้สื่อนวัตกรรมและเทคโนโลยีเพื่อการเรียนการสอน 3.6 ด้านการพัฒนาแหล่งเรียนรู้ 1) สำรวจแหล่งเรียนรู้ที่เกี่ยวข้องกับการพัฒนาคุณภาพการศึกษาทั้งภายในและนอกสถานศึกษา สอดคล้องกับภูมิปัญญาท้องถิ่น 2) จัดทำเอกสารเผยแพร่แหล่งเรียนรู้แก่ ครู บุคคล ชุมชน และสถานศึกษาอื่น 3) จัดตั้งและพัฒนาแหล่งเรียนรู้ รวมทั้งพัฒนาให้เกิดองค์ความรู้ โดยการประสานกับสถาบัน บุคคล ชุมชน
3.7 ด้านการนิเทศการศึกษา 1) จัดระบบการนิเทศงานวิชาการและการเรียนการสอนภายในและดำเนินการนิเทศงานวิชาการและการเรียนการสอนอย่างสม่ำเสมอ 2) แลกเปลี่ยนเรียนรู้ ประสบการณ์การนิเทศภายในร่วมกับสถานศึกษาอื่น 3) ประเมินผลการนิเทศภายในเป็นระยะๆ
3.8 ด้านการพัฒนาระบบประกันคุณภาพภายในสถานศึกษา 1) สร้างเกณฑ์การประเมินเป้าหมายความสำเร็จตามมาตรฐานและตัวชี้วัดของ สพฐ.และสมศ. 2
