นักวิชาการสันนิษฐานว่า วัดช้างล้อมนี้น่าจะเป็นวัดเดียวกันกับที่ปรากฏในศิลาจารึกหลักที่ 1 ที่กล่าวไว้ว่าในปี พ.ศ. 1829 พ่อขุนรามคำแหงทรงให้ขุดเอาพระธาตุขึ้นมาทำบูชา และฝังลงในกลางเมืองศรีสัชนาลัยก่อนก่อพระเจดีย์ทับลงไป
