เมื่อเร็วๆนี้ที่ จ.ขอนแก่น กระทรวงพาณิชย์ โดยสำนักโลจิสติกส์การค้า กรมส่งเสริมการส่งออก ได้จัดประชุมโครงการนำร่องการลดต้นทุนการกระจายสินค้าทางถนน โดยมีผู้แทนสภาอุตสาหกรรมแห่งประเทศไทย ผู้แทนสมาพันธ์ผู้ให้บริการลอจิสติกส์ และผู้ประกอบการขนส่งในพื้นที่ภาคอีสาน เข้าร่วมเสวนาราว 50 คน

นายกุญญพันธ์ แรงขำ ที่ปรึกษาการพาณิชย์ กระทรวงพาณิชย์ กล่าวถึงโครงการนำร่องการลดต้นทุนการกระจายสินค้าทางถนนว่า เป็นความพยายามของรัฐบาลที่จะแก้ปัญหาต้นทุนการขนส่งสินค้าให้น้อยลง โดยมุ่งเป้าไปยังการลดต้นทุนการขนส่งรถเที่ยวเปล่าเป็นหลัก ปัจจุบันต้นทุนลอจิสติกส์ของไทยเพิ่มสูงมาก อยู่ที่ระดับ 23.5 % ของ GDP จากเดิมซึ่งสูงอยู่แล้วอยู่ที่ประมาณ ร้อยละ 16-19 ของ GDP

"การหารือกับภาคเอกชนขนส่งครั้งนี้ จึงต้องการที่จะถกระดมสมองหาแนวทางความร่วมมือที่นำร่องโครงการลดต้นทุนการกระจายสินค้าทางถนน คือ จะทำอย่างไรที่จะลดการขนส่งเที่ยวเปล่าให้ได้ การขนส่งเที่ยวเปล่าทำให้ต้นทุนขนส่งเพิ่มสูงขึ้นโดยไม่ได้ผลตอบแทนใดๆ ในขณะที่น้ำมันก็ราคาสูงขึ้น"นายกุญญพันธ์ กล่าวและว่า

มูลเหตุที่เลือกจังหวัดขอนแก่นเป็นพื้นที่นำร่อง โครงการลดต้นทุนการกระจายสินค้าด้วยการลดค่าขนส่งเที่ยวเปล่า เนื่องจากเป็นจังหวัดที่มีความพร้อมค่อนข้างมาก เป็นศูนย์กลางการขนส่งของภาคอีสาน และสามารถเชื่อมโยงโครงข่ายขนส่งไปยังประเทศเพื่อนบ้านในอนุภูมิภาคลุ่มน้ำโขง ทั้งผ่านเส้นทางหมายเลข 8 (แขวงคำม่วน)และหมายเลข 9 (แขวงสะหวันนะเขต)ออกไปยังเวียดนามเพื่อส่งไปยังหลายประเทศในแถบเอเชียตะวันออก

นายกุญญพันธ์ กล่าวต่อว่าโครงการนำร่องลดต้นทุนการกระจายสินค้าดังกล่าว ไม่ได้ปล่อยให้เอกชนดำเนินการกันไปเอง ภาครัฐจะเข้ามาช่วยดูแลและให้การสนับสนุนทุกด้าน โดยจะมีสภาอุตสาหกรรมจังหวัดเป็นศูนย์บริการกลาง(Service Center)ที่แต่ละผู้ประกอบการขนส่งเข้าร่วมโครงการใช้เป็นแหล่งค้นหาข้อมูล เพื่อจับคู่หาหุ้นส่วนธุรกิจกัน ขณะเดียวกันก็มีคณะทำงานที่ปรึกษา ทั้ง ผู้ว่าฯ ประธานหอการค้า ประธานสภาอุตสาหกรรม พาณิชย์จังหวัด อุตสาหกรรมจังหวัด ขนส่งจังหวัด และอีกหลายหน่วยงานที่เกี่ยวข้องเข้ามาช่วยกำกับดูแล

หลังจากได้ต้นแบบการขนส่งที่สามารถลดต้นทุนได้จริง จากโครงการนำร่องที่ขอนแก่นแล้ว ก็จะนำไปขยายผลเป็นแม่แบบให้ผู้ประกอบการขนส่งในพื้นที่จังหวัดอื่นๆได้นำไปใช้ เชื่อว่าระยะยาว เมื่อการขนส่งของไทยมีต้นทุนต่ำ จะสามารถแข่งขันการค้ากับต่างประเทศได้ คาดว่าในราวสิ้นเดือนกันยายน 2550 โครงการนำร่องลดต้นทุนกระจายสินค้าดังกล่าวจะได้ข้อสรุปต้นแบบการขนส่งที่ดีที่สุด
