(6) พิจารณากําหนดวิสัยทัศน์ และเป้าหมายภาพรวมของจังหวัดในการป้องกันและ แก้ไขปัญหาสิ่งแวดล้อมด้านต่าง ๆ เป้าหมายของแผนปฏิบัติการฯ ในระดับจังหวัด และตัวชี้วัดในแต่ละระดับ กลยุทธ์ มาตรการ ที่ดําเนินการแล้วสามารถบรรลุตามวิสัยทัศน์ที่กําหนดไว้ พร้อมทั้งจัดทําแผนงาน และ โครงการ/กิจกรรม โดยใช้ Project Design Matrix (PDM) ที่สามารถแสดงให้เห็นถึงความสัมพันธ์กันอย่าง เป็นระบบของเป้าหมาย วัตถุประสงค์ ผลผลิต โครงการ/กิจกรรม และตัวชี้วัดความสําเร็จต่าง ๆ ภายใต้แต่ละ ลําดับชั้นของแผนงาน และจัดลําดับความสําคัญโครงการตามความจําเป็นเร่งด่วน โดยขอให้พิจารณา แนวทางการแก้ไขปัญหาของแต่ละ อปท. ร่วมด้วย เพื่อให้บรรลุเป้าหมายดังกล่าว ทั้งนี้ แผนงาน และโครงการ/กิจกรรม ควรมีสาระสําคัญตามกรอบแผนงาน/โครงการที่ กําหนด ซึ่งเป็นไปมาตรา 38 แห่ง พ.ร.บ.ส่งเสริมและรักษาคุณภาพสิ่งแวดล้อมแห่งชาติ พ.ศ. 2535 และ มติของคณะกรรมการสิ่งแวดล้อมแห่งชาติและคณะรัฐมนตรี โดยให้ อปท. ในจังหวัด เข้ามามีส่วนร่วมในการพิจารณาแผนงาน/โครงการ รวมทั้งการจัดทําข้อเสนอโครงการภายใต้แผนปฏิบัติการฯ ในระดับจังหวัด
