การวิจัยครั้งนี้มีความมุ่งหมาย เพื่อศึกษาและเปรียบเทียบปัญหาการจัดการศึกษาระดับปฐมวัยของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 จำแนกตามสถานภาพตำแหน่ง และประสบการณ์ในการปฏิบัติงาน กลุ่มตัวอย่าง คือ ผู้บริหารสถานศึกษา จำนวน 132 คน และครู จำนวน 175 คน รวม 307 คน ได้มาจากการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ใน การเก็บรวบรวมข้อมูลเป็นแบบสอบถาม มี 3 ลักษณะ คือ แบบตรวจสอบรายการ แบบมาตราส่วนประมาณค่า และแบบปลายเปิด มีค่าความเชื่อมั่น .982 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานใช้ค่าที (t-test Independent Samples) และวิเคราะห์ความแปรปรวนแบบทางเดียว
ผลการวิจัยพบว่า
1. ผู้บริหารสถานศึกษาและครูมีความคิดเห็นเกี่ยวกับปัญหาการจัดการศึกษาระดับปฐมวัยของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 โดยรวมและรายด้านอยู่ในระดับน้อย
2. เปรียบเทียบความคิดเห็นของผู้บริหารสถานศึกษาและครูเกี่ยวกับปัญหาการจัดการศึกษาระดับปฐมวัยของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 จำแนกตามสถานภาพตำแหน่ง โดยรวมและรายด้านไม่แตกต่าง
3. เปรียบเทียบความคิดเห็นของผู้บริหารสถานศึกษา จำแนกตามประสบการณ์ในการปฏิบัติงาน โดยรวมไม่แตกต่างกัน
เมื่อพิจารณารายด้าน พบว่า ด้านการสร้างสภาพแวดล้อมที่เอื้อต่อการเรียนรู้ แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยผู้บริหารสถานศึกษาที่มีประสบการณ์ น้อยกว่า 5 ปี มีค่าเฉลี่ยสูงกว่า 5 – 10 ปี และประสบการณ์ มากกว่า 10 ปี มีค่าเฉลี่ยสูงกว่า

4. เปรียบเทียบความคิดเห็นของครู จำแนกตามประสบการณ์ในการปฏิบัติงาน โดยรวมไม่แตกต่างกันเมื่อพิจารณารายด้าน พบว่า ด้านการสร้างสภาพแวดล้อมที่เอื้อต่อการเรียนรู้ แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยครูที่มีประสบการณ์ น้อยกว่า 5 ปี มีค่าเฉลี่ยสูงกว่า 5 – 10 ปี และประสบการณ์ 5 - 10 ปี มีค่าเฉลี่ยสูงกว่า 10 ปี
