เมื่อวันพุธที่ 15 กรกฎาคม ที่ผ่านมา ผมได้มีโอกาสต้อนรับคณะผู้แทนนักกีฬา ผู้พิการทางสติปัญญา ทีมชาติไทย จำนวน 53 คน ก่อนเดินทางไปแข่งขัน The Special Olympics World Summer Games 2015 ณ ประเทศสหรัฐอเมริกา ในห้วง 21 กรกฎาคม – 4 สิงหาคม 2558 ผมถือว่าทรัพยากรมนุษย์นั้น เป็นทรัพยากรที่มีคุณค่าที่สุดของชาติ และการกีฬาก็เป็นเครื่องมือ เพื่อจะฝึกฝนร่างกายและจิตใจให้ทุกคนเข้มแข็ง นักกีฬาทุกคนนั้น ถือว่าเป็นตัวแทนประเทศ เป็นทูตพิเศษ ในการที่จะแสดงศักยภาพของประเทศด้านการกีฬา รัฐบาลให้ความสำคัญกับคนทุกกลุ่ม อย่างเท่าเทียมกัน ผมก็ขอให้ทุกท่านทำหน้าที่ของตนอย่างเต็มที่ ประสบความสำเร็จ สมที่มุ่งหวังไว้ทุกคน

เรื่องการต่อต้านการทุจริต ถือเป็นวาระแห่งชาติที่รัฐบาล และคณะรักษาความสงบแห่งชาติ (คสช.) ให้ความสำคัญ เนื่องจากการทุจริตคอร์รัปชั่นเป็นปัญหาที่เรื้อรังของประเทศ ที่คอยทำลายสังคมไทยของเรา เป็นปัญหาที่สะท้อนถึงวิกฤตการณ์ด้านคุณธรรม จริยธรรมของคนในสังคม ส่งผลกระทบในทางลบในทุกแวดวง ทั้งราชการและเอกชน ซึ่งการที่จะแก้ไขปัญหาได้อย่างยั่งยืนนั้น ต้องอาศัยการปลูกฝังจิตสำนึกและค่านิยมให้กับประชาชน โดยเฉพาะเยาวชน ให้เห็นว่าการโกงนั้นเป็นเรื่องที่น่ารังเกียจ คนโกงต้องไม่มีที่ยืนในสังคม ไม่ยอมรับพฤติกรรมทุจริตคอร์รัปชันและการโกงทุกรูปแบบ

วันนี้ผมอยากพูดถึงมาตรการต่าง ๆ ที่รัฐบาลกำหนดขึ้นมาเพื่อแก้ไขปัญหาด้านการทุจริต เรื่องแรกคือการปฏิรูปการให้บริการภาครัฐ ลดความเหลื่อมล้ำและส่งเสริมความเข้มแข็งให้เข้าถึงบริการภาครัฐ ให้ “เร็วขึ้น ง่ายขึ้น แต่ถูกลง” ช่วยขจัดการทุจริตไปพร้อมกับการให้ความสะดวกให้กับประชาชน ในการเข้าถึงการบริการของรัฐ ที่ไม่ยากจนเกินไป ทั้งนี้ รัฐบาลก็ได้ออกพระราชบัญญัติ การอำนวยความสะดวกในการพิจารณาอนุญาตของทางราชการ พ.ศ.2558 ซึ่งประกาศในราชกิจจานุเบกษา เมื่อวันที่ 22 มกราคม 2558 ไปแล้ว จะมีผลบังคับใช้ตั้งแต่วันที่ 21 กรกฎาคม 2558 เป็นต้นไป หน่วยงานภาครัฐจะต้องจัดทำ “คู่มือสำหรับประชาชน” ที่จะอธิบายรายละเอียดของการบริการอย่างถูกต้อง ชัดเจน ซึ่งจะรวม
