บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการรับรู้บทบาทของสมาชิกสภาองค์การบริหารส่วนตำบล ในจังหวัดนครราชสีมา 2) เพื่อศึกษาปัจจัยที่มีอิทธิพลต่อการรับรู้บทบาทของสมาชิกสภาองค์การบริหารส่วนตำบล ในจังหวัดนครราชสีมา และ 3) เพื่อศึกษาแนวทางส่งเสริมการรับรู้และปฏิบัติตามบทบาทของสมาชิกสภาองค์การบริหารส่วนตำบล
ในจังหวัดนครราชสีมา การวิจัยครั้งนี้ แบ่งออกเป็น 2 ขั้นตอน ตอนที่ 1 กลุ่มตัวอย่างที่ใช้
คือ สมาชิกสภาองค์การบริหารส่วนตำบล ในจังหวัดนครราชสีมา จำนวน 376 คน โดยการ
ใช้วิธีการสุ่มแบบหลายขั้นตอน เครื่องที่ใช้ในการวิจัยครั้งนี้เป็นแบบสอบถามมาตราส่วน
ประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน ตอนที่ 2 กลุ่มตัวอย่างที่ใช้ในการสัมภาษณ์ คือ คณะกรรมการพนักงานส่วนตำบลจังหวัดนครราชสีมา (ก.อบต.จ.นม.) ตัวแทนฝ่ายสภาองค์การบริหารส่วนตำบล จำนวน 3 คน ปลัดองค์การบริหารส่วนตำบล จำนวน 3 คน และประธานสภาองค์การบริหารส่วนตำบล จำนวน 3 คน รวมเป็น 9 คน ได้มาโดยการสุ่มตัวอย่างแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ โดยใช้การวิเคราะห์เนื้อหา
ผลการวิจัยพบว่า
1. การรับรู้บทบาทของสมาชิกสภาองค์การบริหารส่วนตำบล ในจังหวัดนครราชสีมา พบว่า โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ทุกด้านอยู่ในระดับมากโดยด้านที่มีการรับรู้มากที่สุดคือ ด้านการเป็นตัวแทนของประชาชน การรับรู้รองลงมาคือ
ด้านการควบคุมการบริหาร และการรับรู้ที่น้อยที่สุดคือ ด้านนิติบัญญัติ



3. ปัจจัยที่มีอิทธิพลต่อการรับรู้บทบาทของสมาชิกสภาองค์การบริหารส่วนตำบล
ในจังหวัดนครราชสีมา ได้แก่ ประสบการณ์การฝึกอบรม ตั้งแต่ 3 ครั้งขึ้นไป ไม่เคยมีประสบการณ์การฝึกอบรม ระดับการศึกษา ต่ำกว่ามัธยมศึกษาตอนปลาย/ปวช. หรือเทียบเท่า และระดับการศึกษา มัธยมศึกษาตอนปลาย/ปวช. หรือเทียบเท่า
4. แนวทางส่งเสริมการรับรู้และการปฏิบัติตามบทบาทของสมาชิกสภาองค์หารบริหารส่วนตำบล ในจังหวัดนครราชสีมา มีดังนี้
4.1.1 ด้านนิติบัญญัติ ควรมีการดำเนินงานดังนี้ 1) ควรพัฒนาสมาชิกสภาโดยการส่งเข้ารับการฝึกอบรมความรู้ในหลักสูตรต่าง ๆ รวมทั้งพัฒนาเจ้าหน้าที่ผู้รับผิดชอบงานฝ่ายกิจการสภาอย่างสม่ำเสมอ 2) ควรสร้างความตระหนักและจิตสำนึกกระตุ้นให้สมาชิกสภามีความมุ่งมั่นตั้งใจที่จะรับรู้และปฏิบัติตามบทบาทรวมทั้งปลูกฝังค่านิยมในเรื่องความรับผิดชอบต่อบทบาทของตน 3) ควรจัดทำเอกสารรวบรวมกฎหมายที่เกี่ยวข้องกับองค์กรปกครองส่วนท้องถิ่นให้กับสมาชิกสภาทุกคนได้ศึกษา 4) ควรให้ความสำคัญในการจัดงบประมาณในการเข้าร่วมประชุมสัมมนา การอบรมดูงานและการศึกษาต่อของสมาชิกสภา และ 5) ควรมีเลขานุการสภาที่มาจากข้าราชการ เพื่อคอยให้คำแนะนำในข้อกฎหมายที่เกี่ยวข้องรวมทั้งมีการประชุมสภาทุกเดือนเพื่อปรึกษาหารือการปฏิบัติตามบทบาทหรือทบทวนบทบาทระหว่างกลุ่มสมาชิกสภา
4.2 ด้านการควบคุมการบริหาร ควรมีการดำเนินงานดังนี้ 1) ควรพัฒนาสมาชิกสภาโดยการส่งเข้ารับการฝึกอบรมความรู้ในหลักสูตรต่าง ๆ รวมทั้งพัฒนาเจ้าหน้าที่ผู้รับผิดชอบงานฝ่ายกิจการสภาอย่างสม่ำเสมอ 2) ควรสร้างความตระหนักและจิตสำนึกกระตุ้นให้สมาชิกสภามีความมุ่งมั่นตั้งใจที่จะรับรู้และปฏิบัติตามบทบาทรวมทั้งปลูกฝังค่านิยมในเรื่องความรับผิดชอบต่อบทบาทของตน 3) ควรจัดทำเอกสารรวบรวมกฎหมายที่เกี่ยวข้องกับองค์กรปกครองส่วนท้องถิ่นให้กับสมาชิกสภาทุกคนได้ศึกษา 4) ควรให้ความสำคัญในการจัดงบประมาณในการเข้าร่วมประชุมสัมมนา การอบรมดูงานและการศึกษาต่อของสมาชิกสภา และ 5) ควรมีเลขานุการสภาที่มาจากข้าราชการ เพื่อคอยให้คำแนะนำในข้อกฎหมายที่เกี่ยวข้องรวมทั้งมีการประชุมสภาทุกเดือนเพื่อปรึกษาหารือการปฏิบัติตามบทบาทหรือทบทวนบทบาทระหว่างกลุ่มสมาชิกสภา
4.3 ด้านการเป็นตัวแทนของประชาชน ควรมีการดำเนินงานดังนี้ 1) ควรมีการประชุมสัมมนาหรือการจัดกิจกรรมร่วมกันระหว่างสมาชิกสภาและผู้บริหารตลอดจนกลุ่มตัวแทนประชาชนอย่างสม่ำเสมอ เพื่อปรึกษาหารือและแลกเปลี่ยนความคิดเห็นหรือข้อเสนอแนะ และนำมาหาข้อสรุปร่วมกัน 2) ควรมีการเสนอให้มีการแต่งตั้งภาคประชาชนเข้าร่วมเป็นคณะกรรมการในการจัดกิจกรรม/โครงการขององค์การบริหารส่วนตำบล เพื่อประสานความร่วมมือในทุกภาคส่วนในทุกขั้นตอนให้เกิดการมีส่วนร่วมได้อย่างจริงจัง
3) ควรมีการเสนอให้มีการจัดประชุมองค์กรภาคประชาชนในพื้นที่ เพื่อระดมความคิดเห็นในการบริหารงานขององค์การบริหารส่วนตำบล เพื่อทำให้ประชาชนมีความตระหนักในการเข้าร่วมตรวจสอบการทำงานขององค์การบริหารส่วนตำบลมากขึ้น 4) สมาชิกสภาคควรมีการแนะนำแก่ประชาชนถึงขั้นตอนการยื่นเรื่องร้องเรียนหรือร้องทุกข์ ในกรณีที่ประชาชนเข้ามาร้องเรียนหรือร้องทุกข์ด้วยตนเอง ณ องค์การบริหารส่วนตำบล เพื่อลดขั้นตอนในการปฏิบัติของเจ้าหน้าที่ 5) สร้างความตระหนักและสร้างจิตสำนึกกระตุ้นให้สมาชิกสภามีความมุ่งมั่นตั้งใจที่จะประชาสัมพันธ์และเผยแพร่ข้อมูลข่าวสารผลการดำเนินงานต่าง ๆ ให้ประชาชนได้รับทราบอย่างชัดเจน ถูกต้อง เชื่อถือได้ เพื่อทำให้เกิดภาพลักษณ์ที่ดีแก่องค์กร และ 6) ควรมีการสร้างเครือข่ายระหว่างกลุ่มสมาชิกสภาและผู้นำชุมชนทุกฝ่ายในการประชาสัมพันธ์เพื่อให้มีความสอดคล้องและมีการบูรณาการด้านการประชาสัมพันธ์ร่วมกัน
