AEC : ประชาคมเศรษฐกิจอาเซียน ผลกระทบ และการปรับตัวของอุตสาหกรรมไทย
นับจากนี้ไปธุรกิจ SMEs ไทยอาจเหลือเวลาอีกไม่มากนัก ในการเตรียมตัวทั้งในเชิงรุกและเชิงรับรองรับการเป็น “ประชาคมเศรษฐกิจอาเซียน (ASEAN Economic Community : AEC)” ในปี 2558 ซึ่ง AEC ก็คือ ประเทศอาเซียน 10 ประเทศที่ได้มีการขยายความสัมพันธ์ทางเศรษฐกิจ ในวงกว้างขึ้นจากเดิมที่เน้นการเชื่อมโยงความสัมพันธ์ทางการค้าภายใต้เขตการค้าเสรีอาเซียน หรือ อาฟตา(AFTA) ด้านเดียว แต่ด้านภาวะการแข่งขันและกระแสการรวมกลุ่มเศรษฐกิจในภูมิภาคต่างๆที่รุนแรงขึ้นทำให้ประเทศอาเซียนได้พยายามสร้างความเป็นปึกแผ่นทางเศรษฐกิจภายในภูมิภาคอันจะช่วยเพิ่มบทบาทและอำนาจต่อรองของอาเซียนในเวทีเศรษฐกิจโลกมากขึ้นจึงเป็นที่มาของการจัดตั้งประชาคมเศรษฐกิจอาเซียน หรือ AEC ขึ้นอันจะเอื้อให้ประเทศอาเซียนทั้ง 10 ประเทศกลายเป็น “ตลาดและฐานการผลิตเดียว” ซึ่งจะทำให้ของเขตการค้าและการลงทุนเปิดกว้างขึ้นจากเดิมอีกหลายเท่า จากขนาดตลาดที่มีประชากรสูงสุดเพียง 5 แสน – 200 ล้านคน ก็จะขยายขึ้นเป็นระดับ 600 ล้านคน จึงนับเป็นจุดเปลี่ยนสำคัญของเศรษฐกิจและธุรกิจไทย โดยเฉพาะธุรกิจ SMEs ไทยควรที่จะศึกษาและทำความรู้จัก AEC ให้เข้าใจและทราบถึงโอกาสและผลกระทบที่อาจเกิดขึ้น เพื่อประโยชน์ต่อการวางแผนและปรับกลยุทธ์รองรับ และมองหาจุดยืนของธุรกิจไทยก้าวสู่การเป็นประชาคมเศรษฐกิจอาเซียนอย่างเต็มตัวในปี 2558
ข้อมูลประชาคมเศรษฐกิจอาเซียน
สำหรับ AEC นั้น มีจุดเริ่มต้นจากการประชุมสุดยอดอาเซียน(ASEAN Summit) ครั้งที่ 8 ในปี 2545 ที่ประเทศกัมพูชาซึ่งมีมติเห็นชอบให้อาเซียนกำหนดทิศทางการดำเนินงาน เพื่อมุ่งไปสู่การเป็นประชาคมเศรษฐกิจอาเซียน (ASEAN Economic Community : AEC) ที่มีลักษณะคล้ายกับประชาคมเศรษฐกิจยุโรป (European Economic Community : EEC) และในปี 2546 ผู้นำอาเซียนได้ออกแบบแถลงการณ์
Bali Concord Ⅱเห็นชอบให้มีการรวมตัวเพื่อสู่การเป็น AEC ภายในปี 2563 พร้อมๆกับการป็นประชาคมอาเซียน (ASEAN Community) ซึ่งเป็นการรวมตัวกันทั้งทางด้านซึ่งเป็นการรวมตัวกันทั้งทางด้านเศรษฐกิจ (AEC) ด้านสังคม วัฒนธรรม (ASEAN Socio Cultural Community : ASCC ) และด้านความมั่นคง
(ASEAN Security Community : ASC) ซึ่งถือเป็นสามเสาหลักของประชาคมอาเซียน ต่อมาในปี 2550
ผู้นำประเทศสมาชิกอาเซียนได้ลงนามในปฎิญญา เซบู ที่มีเป้าหมายเร่งรัดการเป็น AEC Blueprint หรือกรอบ
การดำเนินการเพื่อมุ่งสู่การเป็น AEC ให้ได้ตามกำหนดใหม่
เป้าหมายสำคัญของการเป็น AEC
การที่อาเซียนจะรวมตัวกันเป็นประชาคมเศรษฐกิจในปี 2558 (ค.ศ.2015) อาเซียนได้จัดทำแผนงานในเชิงบูรณาการในด้านเศรษฐกิจต่างๆหรือพิมพ์เขียวเพื่อจัดตั้งประชาคมเศรษฐกิจอาเซียน (AEC Blueprint) โดยมีองค์ประกอบที่สำคัญ 4 เรื่อง ดังนี้
1.การเป็นตลาดเดียวและฐานการผลิตร่วม ให้มีการเคลื่อนย้ายสินค้า บริการ การลงทุน และแรงงานมีฝีมืออย่างเสรี และการเคลื่อนย้ายเงินทุนอย่างเสรีมากขึ้น
2. การสร้างขีดความสามารถในการแข่งขันทางเศรษฐกิจอาเซียน-การสร้างความสามารถใน
ด้านต่างๆเช่น นโยบายการแข่งขัน สิทธิในทรัพย์สินทางปัญญา นโยบายภาษี และการพัฒนาโครงสร้างพื้นฐาน (การเงิน การขนส่ง และเทคโนโลยีสารสนเทศ)
3. การพัฒนาเศรษฐกิจอย่างเสมอภาค-การรวมกลุ่มทางเศรษฐกิจของสมาชิก และลดช่องว่างของระดับการพัฒนาระหว่างสมาชิกเก่าและใหม่ เช่นการสนับสนุนการพัฒนา SMEs
4. การบูรณาการเข้ากับเศรษฐกิจโลก-การรวมกลุ่มเข้ากับประชาคมโลกโดยเน้นการปรับประสานนโยบายเศรษฐกิจของอาเซียนกับประเทศภายนอกภูมิภาค เช่น การจัดทำเขตการค้าเสรี และการสร้างเครือข่ายในด้านการผลิตจำหน่าย เป็นต้น
ผลกระทบของ AEC และการปรับตัวของอุตสาหกรรมไทย
ผลกระทบเชิงบวก
1. การลดและยกเลิกมาตรการทางภาษีในปี 2553 เป็นร้อยละ 0 ทั้งหมดยกเว้นรายการสินค้าอ่อนไหว

การผลิตของแรงงาน (Labor productivity) และไม่มีการปรับปรุงกฎระเบียบกฎหมายให้มีความทันสมัยไม่เป็น
