เป็นโครงการที่เข้าจัดระเบียบ ให้ประชาชนอยู่กันเป็นกลุ่มๆ โดยรอบป่าสงวนแห่งชาติ พร้อมทั้งส่งเสริมอาชีพเสริม ให้กับประชาชน ให้มีความเป็นอยู่ที่ดีขึ้น มีรายได้เพียงพอ ต่อการเลี้ยงครอบครัว ซึ่งจะทำให้ประชาชน หยุดการบุกรุกทำลายป่าไม้ และช่วยดูแลรักษาป่าไม้ ให้มีสภาพสมบูรณ์ดังเดิม

เมื่อเดือนมิถุนายน ๒๕๓๕ สมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ ได้เสด็จพระราชดำเนิน เยี่ยมประชาชน บ้านทันสมัย ตำบลมหาชัย อำเภอปลาปาก จังหวัดนครพนม ทรงพบว่าประชาชน บ้านทันสมัย และหมู่บ้านใกล้เคียง มีความยากจน และบางส่วนบุกรุกเข้าไป แผ้วถางป่า และตัดไม้ขาย ในเขตป่าสงวนแห่งชาติโพนสว่าง ดังนั้นพระองค์ จึงทรงมีพระราชเสาวนีย์ ให้จัดตั้งโครงการส่งเสริมศิลปาชีพขึ้น ที่บ้านทันสมัย อำเภอปลาปาก จังหวัดนครพนม



โดยมีประชาชน จากหมู่บ้านต่างๆ ใน ตำบลมหาชัย เข้าร่วมเป็นสมาชิก จำนวน ๑๑ หมู่บ้าน พร้อมทั้งมีพระราชดำริ ในเรื่องการอนุรักษ์ป่าต้นน้ำลำธาร การจัดประชาชนที่อยู่โดยรอบ และภายในป่าสงวนแห่งชาติโพนสว่าง เข้ามาจัดระเบียบให้อยู่กัน เป็นกลุ่มๆ โดยรอบ ป่าสงวนแห่งชาติโพนสว่าง พร้อมทั้งทำการส่งเสริมอาชีพเพิ่มเติม ให้กับประชาชนที่อยู่รอบ ป่าสงวนแห่งชาติโพนสว่าง ให้มีความเป็นอยู่ที่ดีขึ้น มีรายได้เพียงพอ ต่อการเลี้ยงครอบครัว เพื่อที่จะหยุด การบุกรุกทำลายป่า และช่วยดูแลรักษาป่าไม้ ให้คงสภาพสมบูรณ์ดังเดิม ซึ่งจากพระราชดำริดังกล่าว พระองค์ทรงได้จัดตั้ง เป็นโครงการขึ้น โดยพระราชทานชื่อ โครงการว่า "โครงการบ้านเล็กในป่าใหญ่"
