อุทยานแห่งชาติภูผายล ตั้ง อยู่บนเทือกเขาภูพาน มีพื้นที่ครอบคลุมอยู่ในท้องที่อำเภอเมือง อำเภอโคกศรีสุพรรณ อำเภอเต่างอย จังหวัดสกลนคร อำเภอนาแก จังหวัดนครพนม และอำเภอดงหลวง อำเภอคำชะอี จังหวัดมุกดาหาร มีพื้นที่ประมาณ 825 ตารางกิโลเมตร หรือ 517,850 ไร่ เป็นอุทยานฯ เฉลิมพระเกียรติพระบาทสมเด็จพระเจ้าอยู่หัว ประกาศเป็นอุทยานฯ เมื่อวันที่ 28 กรกฎาคม พ.ศ. 2531 สภาพป่าทั่วไปเป็นที่ราบสูงสลับกับเทือกเขาหินทราย สภาพป่าประกอบด้วยป่าเบญจพรรณ ป่าเต็งรัง ป่าดิบแล้ง ป่าดิบเขา พรรณไม้ที่พบ ได้แก่ ไม้ตะเคียน ตะแบก กะบก สัตว์ป่าที่พบได้แก่ เก้ง กวาง หมาไน เป็นต้น

สถานที่น่าสนใจในเขตอุทยานฯ ได้แก่

อ่างเก็บน้ำห้วยหวด เกิดขึ้นจากการสร้างเขื่อนชลประทานตามพระราชดำริของพระบาทสมเด็จ พระเจ้าอยู่หัว บริเวณพลับพลาฝั่งขวาของอ่างเก็บน้ำมีก้อนหินรูปร่างแปลก และยังสามารถมองเห็นน้ำตก 2 สาย ซึ่งไหลลงสู่อ่างเก็บน้ำห้วยหวด

น้ำตกคำสร้าง เป็นน้ำตกที่สูงที่สุดของอุทยานฯ ถ้ายืนบนสันเขื่อนมองลงไปทางทิศใต้จะสามารถมองเห็นน้ำตกได้ น้ำตกมีความสูง 20 เมตร ตัวน้ำตกอยู่ห่างจากที่ทำการอุทยานฯ 400 เมตร

ภูผายล อยู่บนเส้นทางสายอำเภอเต่างอย-ศรีวิชา แล้วเลี้ยวซ้ายบ้านนาอ่าง-ม่วงคำ เดินทางเข้าต่อบ้านโพนบก-โพนแพง ไปยังบ้านนาผาง รวมระยะทาง 35 กิโลเมตร รถยนต์สามารถเข้าถึงได้ มีจุดชมวิวที่สวยงาม บริเวณหน้าผามีรูปเกาะสลักรูปภาพต่าง ๆ ที่มีอายุประมาณ 3,000 ปี

ผาพญาเต่างอย จากที่ทำการอุทยานฯ ไปตามถนนเส้นบ้านห้วยหวด-โคกกลาง ไปประมาณ 7 กิโลเมตร จะพบผาพญาเต่างอยอยู่ริมถนน มีลักษณะเป็นหินทรายรูปร่างคล้ายเต่างอย กำลังจะลงน้ำหันหน้าลงสู่ลำน้ำพุง เชื่อกันว่าบริเวณใด ที่มีเต่างอยแสดงว่า เป็นพื้นที่ที่มีความอุดมสมบูรณ์ และเป็นตำนานที่เรียกชื่อบ้านเต่างอย

การเดินทาง จากอำเภอเมืองสกลนครเดินทางไปตามทางหลวงสายสกลนคร-นาแก ประมาณ 14 กิโลเมตร เลี้ยวขวาไปอีกประมาณ 12 กิโลเมตร ก็จะถึงอำเภอเต่างอย และเดินทางต่อไปอีกประมาณ 6 กิโลเมตร ก็จะถึงที่ทำการอุทยานฯ หรือใช้เส้นทางสายสกลนคร-กาฬสินธุ์ ไปประมาณ 5 กิโลเมตร เลี้ยวซ้ายเข้าทางหลวงหมายเลข 2339 ไปอุทยานฯ อีกประมาณ 35 กิโลเมตร
