ก่อนเกิดเหตุ เรือลำนี้ เป็นเรือในหน่วยงานกรมตำรวจ เป็นเรือตรวจการณ์ 813 หรือที่คนทั่วไปในนาม ต.813 เรือลำดังกล่าวมีน้ำหนักถึง 60 ตัน หรือ 60,000 กิโลกรัม ได้รับคำสั่งจากผู้บังคับบัญชา เมื่อวันที่ 23 ธันวาคม 2547 ให้เดินทางไปถวาย การอารักขาทูลกระหม่อมหญิงอุบลรัตนราชกัญญาฯ และครอบครัว ที่ จังหวัดพังงา จึงออกเดินทางตั้งแต่วันที่ 24 ธันวาคม 2547 ทั้งนี้มีเจ้าหน้าที่ ไปประจำการในเรือทั้งหมด 11 คน
โดยมี ร.ต.อ.นิรัตน์ ช่วยจิตต์ เป็น หัวหน้าควบคุมเรือ และบทความนี้ได้ ถอดคำให้สัมภาษณ์ ของผู้การท่านนี้ ขณะพักรักษาตัวอยู่ที่ชั้น 6 โรงพยาบาลตำรวจ
