อาชญากรรมเป็นปัญหาที่อยู่คู่กับสังคมไทยในทุกยุคทุกสมัย จากอดีตจนถึงปัจจุบันอาชญากรรมจึงเป็นภัยร้าย ก่อความเสียหายให้ทั้งในด้านสวัสดิภาพ ความปลอดภัยในชีวิตและทรัพย์สินของประชาชน ผู้วิจัยจึงได้ทำการศึกษาโดยมีวัตถุประสงค์ 1) เพื่อศึกษาสภาพปัจจุบันและปัญหาเกี่ยวกับอาชญากรรม ในเขตเทศบาลเมืองมหาสารคาม 2) เพื่อสร้างกระบวนการการมีส่วนร่วมเครือข่ายชุมชนเพื่อการป้องกันและแก้ไขปัญหาอาชญากรรม ในเขตเทศบาลเมืองมหาสารคาม 3) เพื่อประเมินผลกระบวนการการมีส่วนร่วมเครือข่ายชุมชนเพื่อการป้องกันและแก้ไขปัญหาอาชญากรรม ในเขตเทศบาลเมืองมหาสารคาม พื้นที่เป้าหมาย คือ ชุมชนศรีสวัสดิ์ 2 เขตเทศบาลเมืองมหาสารคามจังหวัดมหาสารคาม ประชากรกลุ่มเป้าหมาย ได้แก่ กลุ่มแกนนำชุมชน ๆ ละ 50 คน จำนวน 1 ชุมชน รวมทั้งสิ้น 50 คน ซึ่งคัดเลือกจากตัวแทนของประชาชนทุกภาคส่วนทุกกลุ่ม/องค์การ ในชุมชน ประกอบด้วย กลุ่มผู้นำเป็นทางการ กลุ่มผู้นำตามธรรมชาติ กลุ่มอาชีพ/กลุ่มทางสังคม กลุ่มอาสาสมัครต่างๆ กลุ่มเจ้าหน้าที่ของรัฐ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสำรวจ แบบสอบถาม แบบสัมภาษณ์ ใช้เก็บรวบรวม จะนำเอาเทคนิคการประชุมแบบ A-I-C มาใช้กับผู้เข้าร่วมประชุม มีการแบ่งกลุ่มย่อยไประดมความคิด ระดมสมองเพื่อค้นหาปัญหาของอาชญากรรม การอภิปรายกลุ่ม การพูดคุยแบบไม่เป็นทางการ และแบบบันทึกการประชุมเชิงปฏิบัติการนำข้อมูลที่ได้มาแยกวิเคราะห์เชิงคุณภาพตามความมุ่งหมาย นำเสนอผลการวิเคราะห์แบบพรรณนา วิเคราะห์ผลการวิจัยปรากฏดังนี้
