งวดที่ 2 : จ่ายเงินร้อยละ 20 ของเงินค่าจ้างทั้งหมด หลังจากที่กรมเจ้าท่าตรวจรับรายงานความก้าวหน้า (Progress Report) ไว้ใช้ในราชการแล้ว ให้แล้วเสร็จภายในเวลา 90 วัน นับถัดจากวันลงนามในสัญญา
