เมื่อวันที่ 25 กุมภาพันธ์ พ.ศ. 2525

เมื่อวันที่ 25 กุมภาพันธ์ พ.ศ. 2525 พระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุลยเดช ได้เสด็จพระราชดำเนินทรงเปิดเขื่อนนเรศวร และทรงเยี่ยมราษฎร ณ บริเวณเขื่อนนเรศวร บ้านหาดใหญ่ ตำบลพรหมพิราม อำเภอพรหมพิราม จังหวัดพิษณุโลก และได้พระราชทานแนวพระราชดำริ ให้วางโครงการและก่อสร้างเขื่อนเก็บกักน้ำแควน้อยโดยเร่งด่วน เพื่อการบรรเทาอุทกภัยในเขตลุ่มน้ำแควน้อยตอนล่าง และจัดหาน้ำสนับสนุนโครงการชลประทานพิษณุโลก และโครงการชลประทานเจ้าพระยาใหญ่ ให้ได้ผลอย่างสมบูรณ์ และเมื่อวันที่ 4 ธันวาคม พ.ศ.2538 ณ ศาลาดุสิตาลัย สวนจิตรลดา พระราชวังดุสิต พระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุลยเดช ได้พระราชทานพระราชดำรัสตอนหนึ่งว่า

หลังจากได้มีแนวพระราชดำริก็ได้มีการศึกษาความเหมาะสมและผลกระทบสิ่งแวดล้อมของโครงการ รวมทั้งการออกแบบรายละเอียดโครงการจนแล้วเสร็จเมื่อเดือนสิงหาคม พ.ศ. 2545 และได้ผ่านการพิจารณาตามขั้นตอนของคณะกรรมการสิ่งแวดล้อมแห่งชาติ มีมติเห็นชอบรายงาน เมื่อวันที่ 24 ธันวาคม พ.ศ.2545 และคณะรัฐมนตรีได้อนุมัติให้เริ่มดำเนินการก่อสร้างโครงการเขื่อนแควน้อย ในวันที่ 21 มกราคม พ.ศ. 2546 และมอบหมายให้กรมชลประทานวางแผนงานที่จะดำเนินการก่อสร้างในปี 2546 - 2554 ระยะเวลาดำเนินการ 9 ปี โดยในปี 2546 จะขอใช้งบประมาณจาก สำนักงานคณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ (กปร.) และใช้งบประมาณปกติก่อสร้างโครงการในปีต่อ ๆ ไปจนแล้วเสร็จ

เมื่อการก่อสร้างดำเนินมาถึงจุดที่สามารถพร้อมที่จะทำหน้าที่กับเก็บน้ำได้แล้วนั้น สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ได้เสด็จพระราชดำเนินไปในพิธีเริ่มการกักเก็บน้ำเขื่อนแควน้อย เมื่อวันที่ 26 พฤศจิกายน พ.ศ. 2551 ต่อมาเมื่อวันที่ 20 กรกฎาคม พ.ศ. 2552 พระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุลยเดช ได้พระราชทานามเขื่อนนี้เพิ่มเติมว่า เขื่อนแควน้อยบำรุงแดน หมายถึง เขื่นแควน้อยที่ทำให้มีความเจริญในพื้นที่
