อุทยานแห่งชาติแก่งตะนะ ตั้งอยู่ในท้

อุทยานแห่งชาติแก่งตะนะ ตั้งอยู่ในท้องที่อำเภอโขงเจียม และอำเภอสิรินธร จังหวัดอุบลราชธานี สภาพ พื้นที่ทั่วไปเป็นที่ราบและเนินเขาเตี้ยๆ โดยมียอดเขาบรรทัดเป็นจุดสูงสุด ความสูงประมาณ 543 เมตรจากระดับน้ำทะเลปานกลาง มีแม่น้ำมูลและแม่น้ำโขงไหลผ่านตามแนวเขตทางด้านทิศเหนือไปออกประเทศลาว บริเวณแก่งตะนะจะมีสายน้ำที่เชี่ยวและลึก อีกทั้งยังมีถ้ำใต้น้ำหลายแห่ง จึงทำให้มีปลาอาศัยอยู่ชุกชุม ตรงกลางมีโขดหินขนาดใหญ่เป็นเกาะกลาง มีเนื้อที่ประมาณ 50,000 ไร่ หรือ 80 ตารางกิโลเมตร

ความเป็นมา: ด้วยกรมป่าไม้ มีหนังสือที่ กส 0706/2967 ลงวันที่ 21 กุมภาพันธ์ 2517 เรื่องการเลือกพื้นที่เพื่อจัดตั้งเขตรักษาพันธุ์สัตว์ป่าและอุทยานแห่งชาติ ให้ป่าไม้เขตทุกเขตดำเนินการตรวจสอบพื้นที่ป่าไม้ในท้องที่แต่ละเขต ว่ามีบริเวณใดบ้างเหมาะสมที่จะจัดเป็นเขตรักษาพันธุ์สัตว์ป่าหรืออุทยานแห่งชาติ จากการสำรวจของจังหวัดอุบลราชธานี ได้มีหนังสือ ที่ อบ 09/24531 ลงวันที่ 2 ธันวาคม 2517 ถึงป่าไม้เขตอุบลราชธานี เห็นว่าป่าดงหินกอง ท้องที่ตำบลโขงเจียม อำเภอโขงเจียม มีสภาพพื้นที่เหมาะสมเพื่อจัดเป็นอุทยานแห่งชาติ

สำนักงานป่าไม้เขตอุบลราชธานีจึงมีหนังสือที่ กส 0809 (อบ)/1799 ลงวันที่ 7 สิงหาคม 2518 รายงานให้กรมป่าไม้ดำเนินการสำรวจพบว่า ป่าดงหินกองมีสภาพป่าสมบูรณ์ และมีธรรมชาติที่สวยงามหลายแห่ง แต่เป็นป่าโครงการเพื่อการใช้สอยเอนกประสงค์ของราษฎร จังหวัดอุบลราชธานี และป่าไม้เขตอุบลราชธานี จึงเห็นควรกำหนดพื้นที่ป่าดงหินกองเฉพาะบางส่วนบริเวณรอบๆ แก่งตะนะ และน้ำตกตาดโตน เนื้อที่ประมาณ 12 ตารางกิโลเมตร ให้เป็นวนอุทยาน

กรมป่าไม้ได้มีคำสั่งที่ 710/2521 ลงวันที่ 25 เมษายน 2521 ให้นายนพพร แสงสีดา นักวิชาการป่าไม้ 4 ไปสำรวจเบื้องต้นพื้นที่ดังกล่าวเพื่อจัดตั้งเป็นอุทยานแห่งชาติ จากรายงานการสำรวจตามหนังสือสำนักงานป่าไม้เขตอุบลราชธานี ที่ กส 0809/(อบ.)/2730 ลงวันที่ 14 สิงหาคม 2521 ป่าดงหินกองเป็นป่าต้นน้ำของแม่น้ำมูล มีจุดเด่นตามธรรมชาติที่สวยงามเหมาะจัดตั้งเป็นอุทยานแห่งชาติ แต่ในชั้นต้นกรมป่าไม้ได้มีคำสั่งที่ 2428/2522 ลงวันที่ 7 ธันวาคม 2522 ให้นายเสงี่ยม จันทร์แจ่ม นักวิชาการป่าไม้ 4 ไปดำเนินการจัดตั้งเป็นวนอุทยานป่าดงหินกอง

ต่อมาวนอุทยานดงหินกองได้มีหนังสือที่ กส 0708(ดก)/11 ลงวันที่ 5 มีนาคม 2523 ว่า ได้ทำการสำรวจพื้นที่ป่าดงหินกองโดยรอบพบว่า มีสภาพป่าสมบูรณ์ดีมาก มีธรรมชาติและทิวทัศน์สวยงาม สัตว์ป่าชุกชุมเหมาะที่จะจัดตั้งเป็นอุทยานแห่งชาติ ประกอบกับป่าโครงการเพื่อการใช้สอยแบบเอนกประสงค์ป่าดงหินกองถูกประกาศให้เป็นป่าปิด ห้ามการทำไม้ทุกชนิด ตามมติคณะรัฐมนตรี เมื่อวันที่ 9 มกราคม 2522

กรมป่าไม้จึงเสนอคณะกรรมการอุทยานแห่งชาติ ซึ่งได้มีมติการประชุมครั้งที่ 2/2523 เมื่อวันที่ 8 สิงหาคม 2523 เห็นชอบให้กำหนดพื้นที่ดังกล่าวเป็นอุทยานแห่งชาติ โดยได้มีพระราชกฤษฎีกากำหนดบริเวณที่ดินป่าดงหินกอง ในท้องที่ตำบลโขงเจียม และตำบลเขื่อนแก่ง อำเภอโขงเจียม จังหวัดอุบลราชธานี ให้เป็นอุทยานแห่งชาติ ซึ่งประกาศในราชกิจจานุเบกษา เล่ม 908 ตอนที่ 115 ลงวันที่ 13 กรกฎาคม 2524 โดยใช้ชื่อว่า “อุทยานแห่งชาติแก่งตะนะ” ซึ่งเป็นชื่อตามธรรมชาติของลักษณะภูมิประเทศซึ่งเป็นจุดเด่นใหญ่ที่ประชาชนทั่วไปรู้จักกันดี นับเป็นอุทยานแห่งชาติลำดับที่ 33 ของประเทศ

คำว่า “ตะนะ” จากการเล่าขานตามความเชื่อของชาวบ้านและประชาชนทั่วไป เดิมมาจากคำว่า “มรณะ” เนื่องจากบริเวณแก่งตะนะนี้มีกระแสน้ำไหลที่เชี่ยวกราก และมีโขดหินใหญ่น้อยอยู่ทั่วไป ตลอดจนมีถ้ำใต้น้ำอยู่หลายแห่ง ชาวบ้านที่สัญจรทางน้ำหรือออกจับปลา มักประสบอุบัติเหตุเสียชีวิตอยู่เป็นประจำ ชาวบ้านจึงเรียกแก่งนี้ว่า “แก่งมรณะ” ตามแรงบันดาลจากสภาพของสายน้ำที่ไหลผ่านแก่งนี้ ซึ่งต่อมาเรียกว่า “แก่งตะนะ” จึงตั้งเป็นชื่ออุทยานแห่งชาติ
