รัฐบาลควรกำหนดนโยบายพัฒนาประเทศที่เป็นระบบ ทำให้เรากลายเป็นประเทศเกษตรกรรมที่มีเอกภาพ เน้นการเพิ่มผลผลิตด้วยเทคโนโลยีสมัยใหม่ ขยายพื้นที่ภาคการเกษตรควบคู่กับการบริหารจัดการน้ำ และร่วมกันส่งเสริมทุกภาคส่วน โดยเน้นการจัดแบ่งพื้นที่เพาะปลูก พืช ธัญญาหารให้มากกว่าพื้นที่ปลูกพืชพลังงานทดแทน แม้ไทยเราจะเป็นผู้นำเข้าด้านพลังงานสุทธิ แต่ก็ควรให้ความสำคัญกับการปลูกพืชพลังงานทดแทนเสมอกัน ทั้งนี้เนื่องมาจากสาเหตุปัจจัยจากความเคลื่อนไหวของราคาน้ำมันทั่วโลกที่ยังไม่หยุดนิ่ง
