ข้าวโพดเลี้ยงสัตว์ ถือเป็นพืชอาหารสัตว์ที่นับว่ามีความสำคัญที่สุดในบรรดาพืชอาหารสัตว์ทั้งหมด คิดเป็นสัดส่วน 39.7 ของปริมาณการใช้วัตถุดิบทั้งหมดในการผลิตอาหารสัตว์ปี 2552

ข้าวโพดเลี้ยงสัตว์ส่วนใหญ่จะเป็นการใช้ในประเทศมากกว่าส่งออกไปต่างประเทศ โดยใช้เป็นวัตถุดิบป้อนเข้าสู่โรงงานผลิตอาหารสัตว์ในประเทศ ซึ่งแนวโน้มของความต้องการใช้ข้าวโพดเลี้ยงสัตว์ในประเทศไทยมีทิศทางเพิ่มขึ้น เนื่องจากจำนวนประชากรสัตว์ เช่น ไก่เนื้อ ไก่ไข่ โคนม เป็นต้น มีจำนวนเพิ่มมากขึ้นในทุกๆ ปี ซึ่งการเพิ่มขึ้นของปริมาณประชากรสัตว์มีอัตราการขยายตัวมากกว่าอัตราการขยายตัวของปริมาณการผลิตข้าวโพดเลี้ยงสัตว์ จึงส่งผลให้ในปัจจุบันปริมาณการผลิตข้าวโพดเลี้ยงสัตว์ไม่เพียงพอต่อความต้องการใช้ภายในประเทศ ถึงแม้ว่าเนื้อที่การเพาะปลูกข้าวโพดเลี้ยงสัตว์และปริมาณผลผลิตจะเพิ่มขึ้นก็ตาม

(ข้อเสนอแนะ) ยุทธศาสตร์ข้าวโพดเลี้ยงสัตว์ไทย ภายใต้กรอบ AEC ประชาคมเศรษฐกิจอาเซียน
1. เพิ่มปริมาณผลผลิตต่อไร่
1.1 ปรับเปลี่ยนช่วงเวลาการปลูกข้าวโพด หรือการปลูกข้าวโพดเป็นพืชที่สองหลังพืชอายุสั้น เพื่อเพิ่มคุณภาพผลผลิต ลดการเกิดสารอะฟลาทอกซิน และช่วยลดความเสี่ยงจากฝนทิ้งช่วง รวมทั้งการวิจัยและพัฒนาพันธุ์ข้าวโพดที่เลื่อนฤดูการปลูก ให้มีปริมาณการผลิตเพิ่มขึ้น พัฒนาบุคลากรด้านการวิจัยให้มีความเชี่ยวชาญมากขึ้นและส่งเสริมนักวิจัยรุ่นใหม่เพื่อให้การพัฒนาเป็นไปอย่างต่อเนื่อง
1.2 ส่งเสริมการปลูกข้าวโพดในนาช่วงฤดูแล้ง เพื่อให้ปลอดสารอะฟลาทอกซิน เนื่องจากเกษตรกรไม่จำเป็นต้องเร่งเก็บเกี่ยว สามารถปล่อยข้าวโพดให้แห้งในแปลงได้ และเมื่อพ่อค้าคนกลางรับซื้อข้าวโพดไปแล้วก็จะทำให้มีแสงแดดเพียงพอต่อการลดความชื้นให้ลงอยู่ในระดับที่ปลอดภัยได้ทันเวลา
2. กำหนดมาตรฐานข้าวโพดเลี้ยงสัตว์ที่นำเข้าจากประเทศเพื่อนบ้าน
กำหนดมาตรฐานการนำเข้าข้าวโพดจากต่างประเทศ ทั้งควบคุมคุณภาพและการปนเปื้อนสารพิษอะฟลาทอกซินในข้าวโพดเมล็ดแห้งที่เป็นวัตถุดิบอาหารสัตว์ในประเทศและคุ้มครองผู้บริโภคในประเทศจากข้าวโพดที่นำเข้า รวมทั้งกำหนดวิธีการตรวจสอบที่ชัดเจน
