คนพิการทางกาย หมายถึง คนที่มีความผิดปกติ บกพร่องของอวัยวะส่วนใดส่วนหนึ่งของร่างกายซึ่งแบ่งออกได้อย่างคร่าวๆ ดังนี้ พิการทางตา (ตาบอดหรือเกือบบอด) พิการทางหู (หูหนวก) พิการทางแขนขา หรือพิการทางเสียง (เป็นใบ้หรือลิ้นไก่สั้น) เป็นต้น
คนพิการทุกประเภทมีสิทธิได้รับการศึกษาและได้รับความช่วยเหลือทางการศึกษาตั้งแต่
แรกเกิดหรือแรกพบความพิการ มีสิทธิได้รับสิ่งอำนวยความสะดวก สื่อ บริการ และความช่วยเหลืออื่นใด
ทางการศึกษาและการจัดบริการทางการศึกษาให้กับเด็กพิการ ต้องจัดให้อย่างมีคุณภาพและประสิทธิภาพ
