เมื่อวันที่16 กรกฎาคม 2536 พระบาทสมเด็จพระเจ้าอยู่หัว และสมเด็จพระศรีนครินทราบรมราชชนนี มีพระราชดำริที่จะพระราชทานป่าไม้ให้กับปวงชนชาวไทย เนื่องในวโรกาสที่พระบาทสมเด็จพระเจ้าอยู่หัวจะทรงครองราชย์ได้ 50 ปี ทั้งนี้เพื่อเป็นการฟื้นฟูสภาพแวดล้อมทางธรรมชาติ จึงมีพระราชดำริกับ ม.ร.ว.ดิศนัดดา ดิศกุล เลขาธิการมูลนิธิแม่ฟ้าหลวง และนายสุเมธ ตันติเวชกุล เลขาธิการคณะกรรมการพิเศษเพื่อประสานงานในโครงการอันเนื่องมาจากพระราชดำริ โดยให้มูลนิธิชัยพัฒนาและมูลนิธิแม่ฟ้าหลวง ร่วมกันดำเนินการปลูกป่าเพื่อพระราชทานให้แก่ประชาชนชาวไทย โดยให้มีหน่วยงานต่างๆ อาทิ กรมป่าไม้ กรมชลประทาน และกรมพัฒนาที่ดินเข้ามาร่วมดำเนินการส่วนการดำเนินงานโครงการนั้นอย่าให้มีผลกระทบกับปัญหาที่ดินทำกินของชาวบ้าน และในพื้นที่โครงการปลูกป่าให้ ปลูกแฝก เสริมไปด้วย
