โครงการเขื่อนแควน้อยบำรุงแดน อันเนื่องมาจากพระราชดำริ จังหวัดพิษณุโลก เป็นโครงการอันเนื่องมาจากพระราชดำริ ของพระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุลยเดช เพื่อช่วยเหลือราษฎรในพื้นที่ลุ่มน้ำแควน้อยตอนล่างท้องที่ประสบปัญหาอุทกภัย รวมทั้งเป็นแหล่งน้ำสำหรับการเพาะปลูกทั่วไปฤดูฝนและฤดูแล้ง ตลอดจนสำหรับการอุปโภค-บริโภค มีพื้นที่อ่างเก็บน้ำที่ระดับกักเก็บ 61.39 ตารางกิโลเมตร ความจุอ่าง 769 ล้านลูกบาศก์เมตร ส่งน้ำให้พื้นที่การเกษตร 155,166 ไร่ ครอบคลุมพื้นที่อำเภอวัดโบสถ์ อำเภอวังทอง อำเภอเมืองพิษณุโลก และอำเภอบางกระทุ่ม จังหวัดพิษณุโลกกั้นแม่น้ำแควน้อย
เมื่อวันที่ 25 กุมภาพันธ์ พ.ศ. 2525 พระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุลยเดช ได้เสด็จพระราชดำเนินทรงเปิดเขื่อนนเรศวร และทรงเยี่ยมราษฎร ณ บริเวณเขื่อนนเรศวร บ้านหาดใหญ่ ตำบลพรหมพิราม อำเภอพรหมพิราม จังหวัดพิษณุโลก และได้พระราชทานแนวพระราชดำริ ให้วางโครงการและก่อสร้างเขื่อนเก็บกักน้ำแควน้อยโดยเร่งด่วน เพื่อการบรรเทาอุทกภัยในเขตลุ่มน้ำแควน้อยตอนล่าง และจัดหาน้ำสนับสนุนโครงการชลประทานพิษณุโลก และโครงการชลประทานเจ้าพระยาใหญ่ ให้ได้ผลอย่างสมบูรณ์ และเมื่อวันที่ 4 ธันวาคม พ.ศ.2538 ณ ศาลาดุสิตาลัย สวนจิตรลดา พระราชวังดุสิต พระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุลยเดช ได้พระราชทานพระราชดำรัสตอนหนึ่งว่า[1]
“...ส่วนที่พิษณุโลกก็มีน้ำไหลลงมาจากข้าง ๆ อีกสายหนึ่ง แควน้อยซึ่งจะต้องทำ...อันนี้ก็ยังไม่ได้ทำ ซี่งจะต้องทำ เพื่อเก็บกักน้ำที่มาจากอำเภอชาติตระการ อาจจะมีคนค้านว่าทำไมทำเขื่อนพวกนี้แล้วมีประโยชน์อะไร ก็เห็นแล้วประโยชน์ของเขื่อนใหญ่เขื่อนนี้ ถ้าไม่มี 2 เขื่อนนี้ ที่นี่น้ำจะท่วมยิ่งกว่า จะไม่ท่วมเพียงแค่นี้ จะท่วมทั้งหมด...”
หลังจากได้มีแนวพระราชดำริก็ได้มีการศึกษาความเหมาะสมและผลกระทบสิ่งแวดล้อมของโครงการ รวมทั้งการออกแบบรายละเอียดโครงการจนแล้วเสร็จเมื่อเดือนสิงหาคม พ.ศ. 2545 และได้ผ่านการพิจารณาตามขั้นตอนของคณะกรรมการสิ่งแวดล้อมแห่งชาติ มีมติเห็นชอบรายงาน เมื่อวันที่ 24 ธันวาคม พ.ศ.2545 และคณะรัฐมนตรีได้อนุมัติให้เริ่มดำเนินการก่อสร้างโครงการเขื่อนแควน้อย ในวันที่ 21 มกราคม พ.ศ. 2546 และมอบหมายให้กรมชลประทานวางแผนงานที่จะดำเนินการก่อสร้างในปี 2546 - 2554 ระยะเวลาดำเนินการ 9 ปี โดยในปี 2546 จะขอใช้งบประมาณจาก สำนักงานคณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ (กปร.) และใช้งบประมาณปกติก่อสร้างโครงการในปีต่อ ๆ ไปจนแล้วเสร็จ
เมื่อการก่อสร้างดำเนินมาถึงจุดที่สามารถพร้อมที่จะทำหน้าที่กับเก็บน้ำได้แล้วนั้น สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ได้เสด็จพระราชดำเนินไปในพิธีเริ่มการกักเก็บน้ำเขื่อนแควน้อย เมื่อวันที่ 26 พฤศจิกายน พ.ศ. 2551 ต่อมาเมื่อวันที่ 20 กรกฎาคม พ.ศ. 2552 พระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุลยเดช ได้พระราชทานามเขื่อนนี้เพิ่มเติมว่า เขื่อนแควน้อยบำรุงแดน หมายถึง เขื่นแควน้อยที่ทำให้มีความเจริญในพื้นที่
เมื่อโครงการก่อสร้างแล้วเสร็จสมบูรณ์และพร้อมใช้งานในปี พ.ศ. 2554 และในวันที่ 7 กรกฎาคม พ.ศ. 2555 พระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุลยเดช พร้อมด้วย สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี เสด็จพระราชดำเนินออกจากอาคารโรงพยาบาลศิริราช มาที่ท่าเทียบเรือ ประทับเรือพระที่นั่งอังสนา ล่องไปตามแม่น้ำเจ้าพระยา โดยเรือพระที่นั่งมาจอดเทียบท่าและขึ้นประทับที่เกาะเกร็ด และใน เวลา 19.50 น. พระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุลยเดช ทรงวางพระหัตถ์ บนแท่นตราสัญลักษณ์โครงการ เป็นการเปิดโครงการชลประทา 5 โครงการ (1. โครงการพัฒนาลุ่มน้ำพะยังตอนบน จังหวัดกาฬสินธ์ 2. โครงการพัฒนาลุ่มน้ำก่ำ จังหวัดนครพนมและจังหวัดสกลนคร 3. โครงการพัฒนาพื้นที่ลุ่มน้ำปากพนัง 4. เขื่อนแควน้อยบำรุงแดน และ 5. เขื่อนขุนด่านปราการชล) พร้อมกันทั่วประเทศ ผ่านระบบวิดีโอลิ้งก์
ความสำคัญ
