การพัฒนาการท่องเที่ยวเชิงนิเวศ : กรณีศึกษา กว๊านพะเยา มีวัตถุประสงค์ในการศึกษาคือ 1)เพื่อศึกษาทรัพยากรด้านการท่องเที่ยวในบริเวณพื้นที่กว๊านพะเยา 2)เพื่อศึกษาการมีส่วนร่วมทางกิจกรรมของคนในพื้นที่และผลกระทบที่เกิดขึ้นจากการท่องเที่ยวบริเวณกว๊านพะเยา และ 3)เพื่อศึกษาแนวทางการพัฒนากว๊านพะเยาเป็นแหล่งท่องเที่ยวเชิงนิเวศ ซึ่งข้อมูลที่ใช้สำหรับการวิเคราะห์ในครั้งนี้ได้จากการสำรวจภาคสนามและขอเอกสารที่เกี่ยวข้องจากหน่วยงานต่างๆ ตลอดจนจนการเก็บแบบสอบถามจากกลุ่มตัวอย่าง 2 กลุ่มคือ กลุ่มนักท่องเที่ยวและกลุ่มผู้ให้บริการในพื้นที่จำนวนอย่างละ 50 ตัวอย่าง โดยวิธีการสุ่มแบบบังเอิญ สำหรับพื้นที่ศึกษาได้แก่ ถนนชายกว๊านในเขต ต.เวียง และสถานที่ท่องเที่ยวที่อยู่ใกล้เคียงกว๊านพะเยา
จากการสำรวจ พบว่าทรัพยากรด้านการท่องเที่ยวของกว๊านพะเยาแท้จริงแล้วมีอยู่ด้านทรัพยากรธรรมชาติหรือลักษณะทั่วไปของกว๊านพะเยานั้น ภาพรวมถือว่าดี ส่วนในด้านศิลปวัฒนธรรมและภูมิปัญญาพื้นบ้าน มีการจัดนิทรรศการ มีการประชาสัมพันธ์และให้คามรู้ด้านประวัติศาสตร์แก่นักท่องเที่ยว และในส่วนของด้านกิจกรรมทางเศรษฐกิจและสังคมนั้น ถือว่ามีเยอะมากที่สุดถ้าเทียบกับทรัพยากรด้านการท่องเที่ยวรูปแบบอื่น ในด้านระดับการมีส่วนร่วมของคนในพื้นที่พบว่าส่วนใหญ่จะมีความร่วมมือและมีส่วนร่วมในด้านการให้บริการนักท่องเที่ยวเพื่อหารายได้เข้าสู่ชุมชน โดยจะมีการประกอบการพาณิชยกรรมกันมากที่สุด และรองลงมา ประชาชนจะมีส่วนร่วมทางด้านการดูแลรักษาสิ่งแวดล้อมของกว๊านพะเยา อันดับต่อไปคือ การมีส่วนร่วมในการรับรู้ถึงแผนพัฒนาการท่องเที่ยวที่ทางเทศบาลเมืองพะเยาได้กำหนดขึ้นซึ่งส่วนใหญ่จะรับรู้ แต่จะไม่ค่อยแสดงความคิดเห็นต่อแผนพัฒนามากนัก และจากการวิเคราะห์พบว่าการท่องเที่ยวส่งผลกระทบด้านสิ่งแวดล้อมมากที่สุด ส่วนในด้านนโยบายการพัฒนาการท่องเที่ยวนั้นพบว่า มีแผนพัฒนาการท่องเที่ยวจากเทศบาลเมืองพะเยา เป็นแผนพัฒนาเพื่อให้นักท่องเที่ยวเข้ามาสัมผัสกว๊านพะเยาในด้านต่างๆ ไม่ว่าจะเป็นนโยบายด้านเศรษฐกิจ นโยบายด้านการศึกษาและศิลปวัฒนธรรม นโยบายด้านสุขภาพและสิ่งแวดล้อม โดยส่วนใหญ่นั้นจุดประสงค์และสิ่งที่วางแผนจะพัฒนาจะตรงกับความต้องการที่จะให้มีการพัฒนาของประชาชนอีกด้วย
และจากการศึกษาวิจัย จึงได้แนวทางการพัฒนาการท่องเที่ยวคือ ควรปรับปรุงและพัฒนา สิ่งอำนวยความสะดวกเช่น โทรศัพท์สาธารณะ ห้องน้ำ ที่จอดรถและความสะอาดเป็นสิ่งที่ควรปรับปรุงเป็น อันดับต่อมานอกจากนั้น ควรพัฒนาการดูแลสิ่งแวดล้อม เพราะสิ่งแวดล้อมเป็นสิ่งดึงดูดนักท่องเที่ยว และเพิ่มความหลากหลายของกิจกรรมในพื้นที่ นอกจากนี้ปัญหาที่ยังไม่เป็นที่ต้องการปรับปรุงมากนักคือ การคมนาคม ระบบไฟฟ้า แต่ก็ต้องรักษามาตรฐานไว้และพัฒนาให้ดีขึ้นไปหากทำได้
