การส่งเสริมการท่องเที่ยวในประเทศไทย เกิดขึ้นโดยพระดำริของพระเจ้าบรมวงศ์เธอ กรมพระกำแพงเพ็ชรอัครโยธิน ครั้งทรงดำรงตำแหน่งผู้บัญชาการรถไฟ ใน พ.ศ. 2467 ได้มีการจัดตั้งแผนกโฆษณาของการรถไฟขึ้น มีสำนักงานตั้งอยู่ที่กรมรถไฟ เชิงสะพานนพวงศ์ ต่อมาได้ย้ายมาตั้งที่สถานีรถไฟหัวลำโพง เมื่อพระเจ้าบรมวงศ์เธอ กรมพระกำแพงเพชรอัครโยธิน ทรงย้ายไปดำรงตำแหน่งเสนาบดีกระทรวงพาณิชย์ และคมนาคม งานด้านส่งเสริมการท่องเที่ยว ได้ย้ายไปอยู่ที่กระทรวงพาณิชย์และคมนาคมด้วย

เมื่อวันที่ 10 สิงหาคม พ.ศ. 2492 คณะรัฐมนตรีได้พิจารณาเห็นควรปรับปรุงหน่วยงานท่องเที่ยวขึ้นใหม่ จึงได้มีมติให้กรมโฆษณา การยกร่างโครงการปรับปรุงหน่วยงานส่งเสริมการท่องเที่ยวเสนอให้คณะรัฐมนตรีพิจารณา ในการประชุมเมื่อวันที่ 19 ตุลาคม พ.ศ. 2492 คณะรัฐมนตรีได้มีมติให้กรมโฆษณาการพิจารณาส่งเสริมการท่องเที่ยว กรมโฆษณาการได้ทำความตกลงกับกระทรวงเศรษฐการ ซึ่งในสมัยนั้นมีชื่อว่า กระทรวงพาณิชย์และคมนาคม ขอโอนกิจการส่งเสริมการท่องเที่ยว จากกระทรวงพาณิชย์และคมนาคม มาอยู่กับกรมโฆษณาการ สำนักนายกรัฐมนตรี และให้เรียกส่วนงานนี้ว่า สำนักงานส่งเสริมการท่องเที่ยว

ต่อมากรมโฆษณาการ ได้พิจารณาเห็นว่ากิจการส่งเสริมการท่องเที่ยวกำลังตื่นตัวในประเทศไทยมาก จึงได้จัดตั้งสำนักงานส่งเสริมการท่องเที่ยวให้มีฐานะเทียบเท่ากอง เรียกว่า สำนักงานท่องเที่ยว โดยพระราชกฤษฎีกาจัดวางระเบียบราชการกรมโฆษณาการในสำนักนายกรัฐมนตรี พ.ศ. 2493

ใน พ.ศ. 2501 เมื่อจอมพลสฤษดิ์ ธนะรัชต์ ไปพักรักษาตัวอยู่ ณ โรงพยาบาลวอลเตอร์รีด สหรัฐอเมริกา ได้ศึกษากิจการท่องเที่ยวด้วยความสนใจ และได้ดำริที่จะส่งเสริมอุตสาหกรรมท่องเที่ยวในประเทศอย่างจริงจัง ในปีต่อมาเมื่อจอมพลสฤษดิ์ ธนะรัชต์ เป็นนายกรัฐมนตรี ได้มีประกาศพระราชกฤษฎีกาจัดแบ่งส่วนราชการ กรมประชาสัมพันธ์ พ.ศ. 2502 โดยแยก "สำนักงานท่องเที่ยว" ออกแล้วจัดตั้งขึ้นเป็นองค์การอิสระ เรียกว่า องค์การส่งเสริมการท่องเที่ยวแห่งประเทศไทย มีชื่อย่อว่า อ.ส.ท. โดยพระราชกฤษฎีกาจัดตั้งองค์การส่งเสริมการท่องเที่ยว พ.ศ. 2502[2]

องค์การส่งเสริมการท่องเที่ยว ซึ่งจัดตั้งขึ้นโดยพระราชกฤษฎีกาจัดตั้งองค์การส่งเสริมการท่องเที่ยว พ.ศ. 2502 นั้น มีหน้าที่ส่งเสริมการท่องเที่ยวเป็นส่วนใหญ่ ต่อมาอุตสาหกรรมท่องเที่ยวได้ขยายตัวอย่างกว้างขวางรวดเร็ว จำเป็นต้องปรับปรุงอำนาจหน้าที่ของ อ.ส.ท. ให้มีขอบเขตการปฏิบัติงานกว้างขวางยิ่งขึ้นทั้งในด้านการพัฒนา อนุรักษ์ทรัพยากรทางการท่องเที่ยว และ การส่งเสริมเผยแพร่ จึงได้มีการนำเสนอร่างพระราชบัญญัติการท่องเที่ยวแห่งประเทศไทย และ ร่างพระราชบัญญัติจัดระเบียบธุรกิจเกี่ยวกับอุตสาหกรรมท่องเที่ยว เพื่อให้ หน่วยงานการท่องเที่ยวของรัฐ มีอำนาจหน้าที่และรับผิดชอบในการพัฒนาส่งเสริมเผยแพร่ และ ดำเนินกิจการเพื่อเป็นการริเริ่มให้มีการพัฒนาแหล่งท่องเที่ยว ตลอดจนคุ้มครองให้ความปลอดภัยแก่นักท่องเที่ยวด้วย สภานิติบัญญัติแห่งชาติซึ่งทำหน้าที่รัฐสภาในการประชุมครั้งที่ 41 วันศุกร์ที่ 20 เมษายน พ.ศ. 2522 ได้พิจารณาร่างพระราชบัญญัติทั้ง 2 ฉบับ แล้วปรากฏว่า ร่างพระราชบัญญัติจัดระเบียบธุรกิจ เกี่ยวกับอุตสาหกรรมท่องเที่ยวไม่ผ่านการพิจารณา ส่วนพระราชบัญญัติการท่องเที่ยวแห่งประเทศไทยได้ผ่านการพิจารณาประกาศในราชกิจจานุเบกษา ฉบับพิเศษ เล่มที่ 96 ตอนที่ 72 วันที่ 4 พฤษภาคม พ.ศ. 2522 จัดตั้ง การท่องเที่ยวแห่งประเทศไทย ขึ้น มีชื่อย่อว่า ททท.
