สำนักวิชาจีนวิทยาจัดตั้งขึ้นเมื่อวันที่ ๑๖ กรกฎาคม พ.ศ. ๒๕๕๗ ตามแผนพัฒนามหาวิทยาลัยแม่ฟ้าหลวงระยะที่ ๓
(พ.ศ. ๒๕๕๕ – ๒๕๕๙) นับเป็นสำนักวิชาที่ ๑๔ ของมหาวิทยาลัย ซึ่งได้พัฒนาจากการเป็นสาขาวิชาภาษาจีน ภายใต้สำนักวิชาศิลปศาสตร์ สำนักวิชาจีนวิทยากำหนดวัตถุประสงค์หลักในการดำเนินงานดังนี้

เพื่อสร้างความเป็นเลิศด้านการเรียนการสอน การผลิตงานวิชาการ การสร้างสรรค์งานวิจัย และการให้บริการวิชาการในเรื่องต่างๆ อันเกี่ยวข้องกับประเทศจีน
เพื่อผลิตบัณฑิตให้รอบรู้เรื่องจีน ไม่ว่าจะเป็นด้านการเมืองการปกครอง เศรษฐกิจ สังคม ความสัมพันธ์ระหว่างประเทศ ตลอดจนมีความเข้าใจในแนวคิดวิถีจีนเป็นอย่างดี นอกเหนือไปจากความรู้ ความสามารถ และทักษะด้านภาษาจีน
เพื่อสร้างพื้นฐานให้แก่นักศึกษาต่างสาขาของมหาวิทยาลัยในด้านความรู้เกี่ยวกับจีน และความเข้าใจในแนวคิดวิถีจีน นอกเหนือไปจากพื้นฐานทักษะภาษาจีน
เพื่อเป็นแหล่งข้อมูลในด้านต่างๆ เกี่ยวกับจีน และเป็นศูนย์กลางการติดต่อระหว่างชาวไทยกับชาวจีน
เพื่อแสวงหาความร่วมมือกับองค์กรภาครัฐและภาคเอกชนทั้งในประเทศและต่างประเทศในการพัฒนาภารกิจทั้ง ๕ คือ การเรียนการสอน งานวิชาการ งานวิจัย การให้บริการวิชาการ และการทำนุบำรุงศิลปวัฒนธรรมด้านต่างๆ เกี่ยวกับจีน
