ครม. จีน ประกาศ แนวทางการปฏิรูปเศรษฐกิจจีนเชิงลึกประจำปี 2015
เมื่อวันที่ 20 พ.ค. 2015 คณะรัฐมนตรีจีนประกาศ แนวทางการปฏิรูปเศรษฐกิจจีนเชิงลึกประจำปี 2558 จัดทำโดยคณะกรรมการเพื่อการพัฒนาและปฏิรูปแห่งชาติจีน (NDRC) โดยมีสาระสำคัญ ดังนี้
(1) ปรับปรุงการบริหารจัดการของส่วนกลางและกระจายอำนาจอย่างต่อเนื่อง และ เร่งการปฏิรูปรัฐบาล
- ปฏิรูปขั้นตอนการขออนุมัติของส่วนกลางอย่างต่อเนื่อง
- ปฏิรูประบบการเงินด้วยมาตรการต่างๆ และส่งเสริมความร่วมมือระหว่างภาครัฐและเอกชน (PPP)
- เร่งการปฏิรูปด้านราคา โดยจะลดรายการและประเภทสินค้าที่รัฐบาลเป็นผู้กำหนดราคา
- เร่งสร้างระบบจดทะเบียนพาณิชย์ใหม่ โดยเฉพาะการให้บริการจดทะเบียนออนไลน์และใบจดทะเบียนอิเล็กทรอนิกส์
- รวบรวมความเห็นต่อการลดและยกเลิกกฎระเบียบที่เป็นอุปสรรคต่อการพัฒนาเป็นตลาดที่เป็นหนึ่งเดียวและการแข่งขันที่เป็นธรรม
- ดำเนินการตามแผนการปฏิรูปการใช้รถยนต์ของรัฐของคณะกรรมการกลางพรรคคอมมิวนิสต์จีนและหน่วยงานราชการจีน
- ผลักดันการใช้มาตรฐานเดียวกันในการคำนวณผลิตภัณฑ์มวลรวมของภูมิภาค
(2) ผลักดันการปฏิรูปรัฐวิสาหกิจเพื่อกระตุ้นตลาด
- ดำเนินการปฏิรูปรัฐวิสาหกิจและทรัพย์สินของรัฐ
- จัดทำแผนพัฒนาการกำกับดูแลกิจการที่ดีของภาครัฐ
- ร่างแผนงานการกำกับดูแลทรัพย์สินที่รัฐเป็นเจ้าของและป้องกันการสูญเสียของทรัพย์สินที่รัฐเป็นเจ้าของ
- ปฏิรูปภาคอุตสาหกรรมสำคัญอย่างต่อเนื่อง
- สนับสนุนการพัฒนาของภาคเอกชน
- พัฒนาระบบคุ้มครองทรัพย์สินทางปัญญาให้สมบูรณ์แบบ
(3) ดำเนินแผนงานในการปฏิรูประบบการคลังและภาษี
- ดำเนินนโยบายการบริหารจัดการงบประมาณที่สมบูรณ์แบบ มีระเบียบ และมีความโปร่งใส
- ขยายการใช้ภาษีมูลค่าเพิ่ม (VAT) ในหลายภาคธุรกิจต่างๆ เช่น ธุรกิจการก่อสร้าง อสังหาริมทรัพย์ การเงิน และการบริการที่เกี่ยวข้องในชีวิตประจำวัน
- ศึกษาและร่างแนวทางการแบ่งอำนาจและความรับผิดชอบด้านงบประมาณระหว่างรัฐบาลกลางและรัฐบาลท้องถิ่น
(4) ผลักดันการปฏิรูปทางการเงิน และพัฒนากลไกทางการเงิน

- พัฒนานวัตกรรมเพื่อผลัดกันความเป็นเมือง โดยจัดตั้งเมืองทดลองการพัฒนาสู่ความเป็นเมืองในรูปแบบใหม่
- จัดตั้งมาตรฐานและกลไกทางการเงินที่หลากหลายและยั่งยืนในการสนับสนุนการก่อสร้างในเมือง
- จัดทำแผนการปฏิรูปเขตเมืองเชิงลึก
- จัดตั้งเขตสาธิตนวัตกรรมระดับชาติเพิ่มเติม
(6) จัดตั้งระบบสนับสนุนเศรษฐกิจแบบเปิด และเริ่มการเปิดประเทศรอบใหม่

(7) ผลักดันการปฏิรูประบบสวัสดิการ ยกระดับสภาพความเป็นอยู่ของประชาชน
