วัตถุประสงค์ในการพัฒนาโครงการหลวงพิเศษระหว่างระหว่างเมือง สาย เชียงใหม่-เชียงราย เพื่อเป็นการรองรับการขยายโครงข่ายจากลำปาง – เชียงใหม่ไปสู่เชียงราย ซึ่งจะเป็นการกระจายความเจริญสู่ภูมิภาคและขยายโครงข่ายทางหลวงพิเศษให้เป็นเส้นทางเชื่อมโยงระหว่างเมืองศูนย์กลางภาคเหนือ
