ความเป็นมา
เมื่อพรรคไทยรักไทยจัดตั้งรัฐบาลได้นำนโยบายการสร้างระบบประกัน สุขภาพมาจัดทำเป็นนโยบายเร่งด่วน โดยเริ่มปฏิบัติในปี 2544 เป็นโครงการนำร่องใน 6 จังหวัด เมื่อเดือนเมษายน 2544 และขยายเป็น 15 จังหวัดในเดือนมิถุนายน 2544 เริ่มดำเนินการทั่วประเทศ (ยกเว้นกรุงเทพมหานครบางส่วน) ในเดือนตุลาคม 2544 และขยายจนครบพื้นที่ในเดือนเมษายน 2545 ปัจจุบันการดำเนินงานโครงการหลักประกันสุขภาพถ้วนหน้าดำเนินการมาแล้วเป็นระยะเวลากว่า 3 ปี
หลักการและเหตุผล
รัฐธรรมนูญแห่งราชอาณาจักรไทยกำหนดให้รัฐต้องจัดและส่งเสริมการ สาธารณสุขให้ประชาชนได้รับบริการที่ได้มาตรฐานและมีประสิทธิภาพอย่างทั่วถึง การสร้าง
