จากการเข้าสังเกตุการณ์ การประชุมคณะกรรมการความปลอดภัยเมื่อเดือน มกราคม2016 พบว่าระบบการจัดการสิ่งแวดล้อมและความปลอดภัย ยังไม่สมบูรณ์หรือไม่ครบถ้วนทุกระบบ
ดังนั้นผมจึงได้แนะนำระบบFMS(FACILITY MANAGEMENT AND SAFETY )เข้ามาดำเนินการจัดการภายในอาคาร ซึ่งเป็นระบบนานาชาติที่ได้รับการยอมรับกันในต่างประเทศ หรือ JCI(Joint Commission International)ดังนั้นจึงคิดว่าระบบดังกล่าวเหมาะสมสำหรับอาคารในการเริ่มดำเนินการ ซึงสามารถแยกระบบต่างๆเป็น 5 ระบบดังนี้
