ปัจจุบัน “ระบบสารสนเทศภูมิศาสตร์ (Geographic Information System : GIS)” ได้ถูกนำมาประยุกต์ใช้กับงานหลายสาขา โดยเฉพาะเป็นงานแก้ไขปัญหาที่ต้องมีการวิเคราะห์ข้อมูลจำนวนมากและต้องมีการทำงานร่วมกันในหลายภาคส่วน เช่น ปัญหาด้านสิ่งแวดล้อม ด้านภัยธรรมชาติ ด้านสาธารณสุข และที่กำลังเป็นปัญหาระดับชาติ คือ ปัญหาด้านยาเสพติด ซึ่งระบบสารสนเทศภูมิศาสตร์เป็นยุทธศาสตร์หนึ่งที่ได้นำมาใช้ในการแก้ไขปัญหาดังกล่าว โดยเมื่อครั้งที่ผมดำรงตำแหน่งผู้ว่าราชการจังหวัดลำปาง ได้เล็งเห็นประโยชน์ของระบบสารสนเทศภูมิศาสตร์ จึงได้ริเริ่มนำระบบดังกล่าวมาใช้แก่ไขปัญหายาเสพติดในพื้นที่จังลำปางเป็นจังหวัดแรก เมื่อ 10 กว่าปีที่ผ่านมา ซึ่งเกิดผลสัมฤทธิ์และได้รับรางวัลดีเด่นในการแก้ไขปัญหายาเสพติดจากคณะกรรมการพิจารณาตัดสินรางวัลนายกรัฐมนตรี (Prime Minister Award)

1. การวางแผนและกำหนดนโยบาย และบริหารจัดการ มีตัวชี้วัดและการกำหนดระดับความรุนแรงของปัญหายาเสพติดในแต่ละหมู่บ้าน และระบุถึงระดับครัวเรือน

4. การติดตามประเมินผล แผนงานโครงการ ทั้งในด้านป้องกันปราบปราม บำบัดฟื้นฟู และการกลับคืนสู่สังคม โดยมีการติดตามประเมินผลสถานการณ์ยาเสพติดในระดับจังหวัด เป็นรายอำเภอ และตำบล ตามลำดับ

แนวทางดำเนินการป้องกันและแก้ไขปัญหายาเสพติด

จากยุทธศาสตร์ “พลังแผ่นดิน”ได้แปลงเป็นแนวทางดำเนินการโดยการพัฒนาประสิทธิภาพในการบริหารจัดการใน 3 ด้าน คือ การป้องกัน การปราบปราม และการบำบัดฟื้นฟู โดยการศึกษาวิเคราะห์ข้อมูลและกำหนดเป้าหมายการดำเนินการที่ชัดเจน โดยเฉพาะใช้ในการประเมินผลสำเร็จของงาน ซึ่งมีแนวทางการดำเนินการดังนี้
