เสนอแนว ทางส่งเสริมการก่อสร้างโรงไฟฟ้าพลังงานหมุนเวียนขนาดเล็กมาก(VSPP) ในอนาคต

วิธีการศึกษาใช้เทคนิค CIPP - I Model โดยเก็บรวบรวมข้อมูลจากการสัมภาษณ์ผู้ประกอบ การโรงไฟฟ้าพลังงานหมุนเวียนขนาดเล็กมาก (VSPP) ที่ผ่านการ Commercial Operation Date (COD) แล้ว และมีปริมาณขายตามสัญญาไม่เกิน 10.0 เมกะวัตต์ โดยทำการประเมินข้อมูลความคิดเห็นแยกตามประเด็น คือ บริบท (Context) ปัจจัยนำเข้า (Input) กระบวนการ (Process) ผลผลิต (Product) และผลกระทบ (Impact) ที่มีผลต่อความสำเร็จในการก่อสร้างโรงไฟฟ้าพลังงานหมุนเวียนขนาดเล็กมาก (VSPP) ในจังหวัดกาญจนบุรี
ผลการศึกษา พบว่า ปัจจัยที่สำคัญต่อความสำเร็จอย่างยั่งยืน คือ นโยบายของภาครัฐที่ต้องมีความต่อเนื่อง การทำให้เกิดความสำเร็จอย่างยั่งยืนจำเป็นต้องสร้างความรู้ความเข้าใจในทุกด้านที่เกี่ยวข้อง เพื่อการนำไปใช้ประโยชน์ของผู้ที่มีส่วนได้ส่วนเสียต่าง ๆ เช่น ผู้ประกอบการ ชุมชน เจ้าหน้าที่รัฐ สถาบันการศึกษา เป็นต้น นอกจากนี้ องค์ความรู้ภายในประเทศอาจจะไม่เพียงพอต่อการพัฒนาได้อย่างมีประสิทธิภาพและยั่งยืน ดังนั้นหน่วยงานและผู้ที่มีส่วนเกี่ยวข้องอาจจะต้องสร้างความร่วมมือระหว่างประเทศในการพัฒนาเทคโนโลยี การจัดหาเงินทุน การแลกเปลี่ยนประสบการณ์ในการนำพลังงานหมุนเวียนมาใช้ประโยชน์ได้อย่างมีประสิทธิภาพในราคาที่ไม่สูงมากนัก เพื่อช่วยลดค่าใช้จ่ายในด้านพลังงานและลดการใช้พลังงานจากเชื้อเพลิงฟอสซิล ซึ่งจะช่วยให้เกิดการพัฒนาความมั่นคงในด้านการใช้พลังงานของประเทศยั่งยืนขึ้น
