การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาการบริหารงบประมาณขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดสงขลา 2) เพื่อศึกษาการบริหารงบประมาณ ใน 3 ด้านได้แก่ ด้านการจัดทำงบประมาณ ด้านการ ใช้จ่ายงบประมาณ และด้านการควบคุมติดตามผล 3) เพื่อนำผลการวิจัยที่ได้เสนอต่อผู้เกี่ยวข้องเพื่อนำไปกำหนดนโยบายและวางแผนเกี่ยวกับการบริหารงบประมาณอย่างคุ้มค่าและโปร่งใสต่อไป4)เพื่อเปรียบเทียบการแสดงความคิดเห็นของพนักงานองค์การบริหารส่วนตำบลต่อการบริหารงบประมาณขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดสงขลา เมื่อจำแนกตามเพศ อายุ ระดับการศึกษา อาชีพและรายได้เฉลี่ยต่อเดือน กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ คือ พนักงานองค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดสงขลาแบบเจาะจง 100 เปอร์เซ็นต์ เนื่องจากจานวนประชากรที่ศึกษามีจานวนที่แน่นอน สูตรที่ใช้ในการหาขนาดของตัวอย่างจึงใช้สูตรของยามาเน่ ที่ระดับความเชื่อมั่นร้อยละ 95 และความคลาดเคลื่อน .05 ในการคำนวณหาขนาดของตัวอย่าง ซึ่งได้ขนาดกลุ่มตัวอย่างจานวน 77 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามปลายปิด มีค่าความเชื่อมั่นเท่ากับ 0.902 วิเคราะห์ข้อมูลโดยการหา ค่าความถี่ ค่าร้อยละ. ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน..การทดสอบที (t-test) การวิเคราะห์ความแปรปรวนแบบทางเดียว (one – way ANOVA) โดยการทดสอบค่าเอฟ (F-test) เมื่อมีนัยสำคัญทางสถิติจึงเปรียบเทียบรายคู่ โดยใช้สูตรของเชฟเฟ่ (Scheffe’s test) ผลการวิจัยพบว่า 1.จากการศึกษาการบริหารงบประมาณขององค์การบริหารส่วนตำบลในเขตอำเภอเมืองจังหวัดสงขลา ทั้ง 3 ด้าน ประกอบด้วย ด้านการจัดทำงบประมาณ ด้านการใช้จ่ายงบประมาณ และด้านการควบคุมติดตามผลโดยภาพรวมอยู่ในระดับมาก และผลการศึกษาแต่ล่ะรายด้าน 1.จากผลการวิจัย ด้านการจัดทำงบประมาณ พบว่า โดยภาพรวมอยู่ในระดับมาก ทั้งนี้อาจเป็นเพราะองค์การบริหารส่วนตำบลได้วิเคราะห์ SWOT (จุดเด่น จุดด้อย โอกาสที่เอื้อและภาวะคุกคาม) ขององค์การบริหารส่วนตำบลและชุมชนก่อนการจัดทำงบประมาณ 2.ด้านการควบคุมติดตามผล พบว่า โดยภาพรวมอยู่ในระดับมาก แสดงให้เห็นว่าผู้บริหารองค์การบริหารส่วนตำบลได้รับสรุปรายงานผลการปฏิบัติงานเมื่อสิ้นปีงบประมาณต่อสภาองค์การบริหารส่วนตำบลและปิดประกาศให้ประชาชนได้ทราบ 3. เพื่อเปรียบเทียบการแสดงความคิดเห็นของพนักงานองค์การบริหารส่วนตำบลต่อการบริหารงบประมาณขององค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดสงขลา พบว่า มีความแตกต่างกันอย่างมีนัยสาคัญทางสถิติ ที่ระดับ .05 เมื่อจำแนกตามเพศ อายุ สถานภาพสมรส และเมื่อจาแนกตามระดับการศึกษา ตำแหน่งงานและรายได้
