การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการปฏิบัติเกี่ยวกับปัจจัยด้านองค์กรและบุคคลความสำเร็จในการบริหารกิจการบ้านเมืองที่ดี ปัจจัยที่มีผลต่อความสำเร็จในการบริหารกิจการบ้านเมืองที่ดี และข้อเสนอแนะในการบริหารกิจการบ้านเมืองที่ดีขององค์การบริหารส่วนตำบลในเขตอำเภอกันทรวิชัย จังหวัดมหาสารคาม กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ ได้แก่ แหล่งข้อมูลเชิงปริมาณ คือ บุคลากรขององค์การบริหารส่วนตำบลในเขตอำเภอกันทรวิชัย จังหวัดมหาสารคาม ประกอบด้วยข้าราชการ ลูกจ้างประจำ และพนักงานจ้างจำนวน 222 คน ซึ่งได้มาโดยวิธีการคำนวณหาขนาดกลุ่มตัวอย่างตามสูตรของทาโร่ ยามาเน่ และใช้วิธีการสุ่มตัวอย่างแบบชั้นภูมิ แหล่งข้อมูลเชิงคุณภาพ ผู้วิจัยได้กำหนดผู้ให้สัมภาษณ์เป็นจำนวน 5 คนได้แก่ ข้าราชการฝ่ายการเมืองและฝ่ายประจำขององค์การบริหารส่วนตำบลในเขตอำเภอกันทรวิชัย จังหวัดมหาสารคาม เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ จำนวน 70 ข้อ มีค่าความเชื่อมั่นเท่ากับ .98 และแบบสัมภาษณ์จะใช้วิธีการสัมภาษณ์แบบมีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ การแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และการพรรณนาความ และใช้สถิติทดสอบสมมติฐาน ได้แก่ ค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิเคราะห์ถดถอยคูณเชิงเส้นตรง แบบกำหนดตัวแปรอิสระ 5 ตัว ตัวแปรตาม 1 ตัว เข้าไปในสมการทั้งหมด โดยกำหนดค่านัยสำคัญทางสถิติที่ระดับ .05


ผลการวิจัย พบว่า

1. บุคลากรขององค์การบริหารส่วนตำบลในเขตอำเภอกันทรวิชัย จังหวัดมหาสารคาม มีการปฏิบัติเกี่ยวกับปัจจัยที่มีผลต่อความสำเร็จในการบริหารกิจการบ้านเมืองที่ดี โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้านพบว่า อยู่ในระดับมาก 1 ด้าน คือ ด้านการบริหารงานแบบมุ่งผลสัมฤทธิ์ และอยู่ในระดับปานกลาง 4 ด้าน โดยเรียงลำดับความสำคัญค่าเฉลี่ยจากมากไปหาน้อยได้ ดังนี้ ด้านสมรรถนะ ด้านกระบวนทัศน์ วัฒนธรรม และค่านิยมในการทำงาน “I AM READY” ด้านการนำนโยบายไปปฏิบัติ และด้านการจูงใจ ตามลำดับ
2. ระดับความสำเร็จในการบริหารกิจการบ้านเมืองที่ดีขององค์การบริหารส่วนตำบลในเขตอำเภอกันทรวิชัย จังหวัดมหาสารคามโดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้านพบว่า อยู่ในระดับมาก จำนวน 1 ด้าน คือ ด้านหลักความมีส่วนร่วม และอยู่ในระดับปานกลาง จำนวน 5 ด้าน โดยเรียงลำดับความสำคัญค่าเฉลี่ยจากมากไปหาน้อยได้ ดังนี้ ด้านหลักความคุ้มค่า ด้านหลักคุณธรรม ด้านหลักความโปร่งใส ด้านหลักความรับผิดชอบ และด้านหลักนิติธรรม ตามลำดับ
3. ปัจจัยที่มีผลต่อความสำเร็จในการบริหารกิจการบ้านเมืองที่ดีขององค์การบริหารส่วนตำบลในเขตอำเภอกันทรวิชัย จังหวัดมหาสารคาม อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 มีจำนวน 5 ปัจจัย คือ ด้านการบริหารงานแบบมุ่งผลสัมฤทธิ์ ด้านกระบวนทัศน์ วัฒนธรรม และค่านิยมในการทำงาน “I AM READY” ด้านสมรรถนะ ด้านการนำนโยบายไปปฏิบัติ และด้านการจูงใจ โดยมีค่าสัมประสิทธิ์สหสัมพันธ์พหุคูณเท่ากับ 0.933 ตัวแปรอิสระทั้งหมดสามารถอธิบายการผันแปรของตัวแปรตาม ได้ร้อยละ 87.10% (r=0.9331,R2=0.871) ซึ่งสามารถนำไปเขียนเป็นสมการได้ ดังนี้
