2.การเมืองกับสังคม มนุษย์เป็นสมาชิกของสังคม กิจกรรมหรือความสัมพันธ์ของมนุษย์ การรวมกลุ่มของมนุษย์ทั้งหมด ถือเป็นกิจกรรมทางสังคมและถือเป็นหลักธรรมดาที่ในสังคมมนุษย์จะต้องมีความขัดแย้งเกิดขึ้นเสมอ ความขัดแย้งนี้เกิดขึ้นเพราะการฉกฉวยแย่งชิงสิ่งที่มีคุณค่าของสังคมในระหว่างมนุษย์ด้วยกันเอง และเป็นสิ่งที่ไม่อาจหลีกเลี่ยงได้ แต่ในทัศนะตรงกันข้าม การเมืองไม่จำเป็นต้องตั้งอยู่บนพื้นฐานของความขัดแย้งเพียง
อย่างเดียวแต่อาจจะเป็นไปในรูปของความร่วมมือสมานฉันท์สร้างสรรค์สังคมกันไว้ได้กล่าวคือประชาชน
