ปัญหาขยะมูลฝอยเป็นปัญหาสิ่งแวดล้อมที่สำคัญประการหนึ่งของชุมชนทุกประเทศทั่วโลกเพราะมีส่วนสัมพันธ์กับความหนาแน่นของประชากรการประกอบอาชีพและสภาพทางเศรษฐกิจ สังคมนั้นๆ จากการขยายตัวทางเศรษฐกิจและสังคมในปัจจุบัน ส่งผลให้มีการผลิตสินค้าและบรรจุภัณฑ์ ในรูปแบบต่างๆมากมายเพื่อตอบสนองความต้องการของผู้บริโภคมากขึ้นซึ่งสินค้า และบรรจุภัณฑ์ส่วนใหญ่มีการผลิตที่ซับซ้อนใช้องค์ประกอบที่กำจัดยาก อีกทั้งประชาชนไม่เห็นความสำคัญในการคัดแยกขยะมูลฝอยของเสียจึงส่งผลกระทบต่อคุณภาพ สิ่งแวดล้อมในด้านต่างๆเช่นเกิดมลพิษทางดิน มลพิษทางน้ำ มลพิษทางอากาศและปัญหาด้านสาธารณสุข ซึ่งเป็นอันตรายต่อสุขภาพของประชาชน อาทิ มีกลิ่นเหม็น เป็นแหล่งเพราะพันธุ์แมลงวันและสัตว์นำโรคอื่นๆแล้วนำเชื้อโรคมาสู่คน น้ำจากขยะที่อาจซึมลงไปในน้ำใต้ดินทำให้เกิดมลพิษในน้ำและในดินรวมทั้งเกิดสภาพภูมิทัศน์ที่ไม่เหมาะสมก่อให้เกิดความรำคาญแก่ประชาชนที่อาศัยอยู่บริเวณใกล้เคียง ทุกระดับตั้งแต่ระดับท้องถิ่นระดับภูมิภาค ระดับประเทศและระดับโลก(นายธงชัย ทองทวี,2553: )
ปัญหาที่เกิดขึ้นกับคนในชุมชนชาวบ้านคอนเรียน ตำบลหลุบ อำเภอเมือง จังหวัดกาฬสินธุ์ คือมีขยะเกลื่อนกลาดบริเวณข้างทางของถนนสายกลางของหมู่บ้านบริเวณตามซอยของหมู่บ้าน ยังมีขยะที่ติดอยู่ตามร่องระบายน้ำข้างทางในหมู่บ้าน ซึ่งเกิดจากพฤติกรรมของแต่ละบุคคลรวมทั้งถังขยะภายในบริเวณหมู่บ้านมีไม่เพียงพอ (นางบัวจันทร์ ลาภบุญเรือง บุคคลในชุมชน 15 มิ.ย.2557;ผู้ให้สัมภาษณ์)
ด้วยเหตุผลนี้เองผู้วิจัยจึงมีความประสงค์ที่จะศึกษาพื้นที่ชุมชนบ้านคอนเรียบ ตำบลหลุบ อำเภอเมือง จังหวัดกาฬสินธุ์ ผู้วิจัยเล็งเห็น ความสำคัญของปัญหาในการจัดขยะมูลฝอยของชุมชน บ้านคอนเรียบ เนื่องจากปัจจุบันพื้นที่ชุมชนบ้านคอนเรียบประสบปัญหาปริมาณขยะมูลฝอยจากหมู่บ้านมีปริมาณเพิ่มขึ้นเนื่องจากการขยายตัวอย่างรวดเร็ว อย่างไรก็ตามชุมชนบ้านคอนเรียบยังไม่มีการดำเนินการเกี่ยวกับการกำจัดขยะแต่อย่างใด ประชาชนยังใช้การจัดการขยะมูลฝอยโดยวิธีการเผาและฝังกลบเองในแต่ละครัวเรือน เหตุของปัญหาที่ตามมาก็คือ ปัญหากลิ่นเหม็นของขยะ ปัญหาควันจากการเผาขยะ ซึ่งปัญหาเหล่านี้ส่งผลต่อสุขภาพประชาชน โดยตรงและในระยะยาวปัญหาขยะมูลฝอย ยังเป็นต้นเหตุของปัญหาความด้อยประสิทธิภาพในการจัดการด้านสาธารณสุข(สำนักงานสาธารณสุขตำบลหลุบ, 2557)

วัตถุประสงค์
1.เพื่อช่วยในการแก้ไขปัญหาขยะในชุมชน
2.เพื่อรณรงค์ลดขยะในชุมชน
3.เพื่อปลูกจิตสำนึกและใช้ความรู้กับคนในชุมชนในเรื่องการคัดแยกขยะก่อนทิ้ง
ขอบเขต
1. ด้านเนื้อหา ในการศึกษาเรื่องปัญหาขยะในชุมชนชาวบ้านคอนเรียบ หมู่ที่1 ตำบลหลุบ อำเภอเมือง จังหวัดกาฬสินธุ์ ในการจัดการขยะมูลฝอย ได้แก่ ด้านการลดการเกิดขยะมูลฝอย ด้านการนำกลับมาใช้ใหม่ และด้านการคัดแยกขยะ
2. ด้านระยะเวลา ผู้วิจัยดำเนินการศึกษาในเรื่องปัญหาขยะในชุมชนชาวบ้านคอนเรียบ หมู่ที่1 ตำบลหลุบ อำเภอเมือง จังหวัดกาฬสินธุ์ รวบรวมข้อมูลงานวิจัยต่าง ๆ และจัดเก็บข้อมูลระหว่างเดือน มิถุนายน 2557 ถึง กรกฎาคม 2557
3. ด้านประชากร คือ ปัญหาขยะในชุมชนชาวบ้านคอนเรียบ หมู่ที่1 ตำบลหลุบ อำเภอเมือง จังหวัดกาฬสินธุ์ โดยใช้วิธีการสุ่มอย่างง่าย ( Krejcie & Morgan) จำนวน 804 คน กลุ่มตัวอย่าง 260 คน

ประโยชน์ที่คาดว่าจะได้รับ
1.ลดปริมาณขยะในชุมชน
2. เกิดความสัมพันธ์อันดีระหว่างผู้ทำโครงงานกับกลุ่มเป้าหมายเกิดการแลกเปลี่ยน ความรู้ความคิดเห็นซึ่งกันและกัน
3. ทำให้ชุมชนสะอาดขึ้น

การจัดการขยะมูลฝอย หมายถึง การดำเนินการใด ๆ ก็ตามที่เกี่ยวข้องกับการบริหารจัดการขยะมูลฝอยในเขตลาดพร้าว กรุงเทพมหานคร ได้แก่ การคัดแยกขยะ การลดการเกิดขยะมูลฝอย การนำกลับมาใช้ใหม่
พฤติกรรมการจัดการขยะมูลฝอย หมายถึง การปฏิบัติหรือการกระทำของประชาชนที่แสดงออกเป็นกิจวัตรประจำวัน ในการทำให้ขยะมูลฝอยหมดไปจากที่พักอาศัย เป็นการดูแลความสะอาดภายในครัวเรือน โดยการเก็บรวบรวมขยะมูลฝอย การแยก การทำลาย การทิ้งขยะมูลฝอยออกจากครัวเรือน การนำขยะมูลฝอยกลับมาใช้ประโยชน์ใหม่ รวมถึงการแก้ปัญหาขยะมูลฝอยในครัวเรือน
