ผู้เสนอราคาที่จะเข้าเป็นคู่สัญญากับ ทอท. ต้องไม่อยู่ในฐานะเป็นผู้ไม่แสดงบัญชีรายรับรายจ่ายหรือแสดงบัญชีรายรับรายจ่ายไม่ถูกต้องครบถ้วนในสาระสำคัญตามประกาศของทางราชการ
