ประชาชนพลเมืองใน 10 ประเทศอาเซียนจะต้องใช้ภาษาอังกฤษกันมากขึ้น นอกเหนือจากภาษา
ประจำชาติหรือภาษาประจำถิ่นของแต่ละชาติแต่ละชุมชนเอง ภาษาอังกฤษจึงเป็นภาษาที่สองของชาวอาเซียน เคียงคู่ภาษาที่หนึ่งอันเป็นภาษาประจำชาติของแต่ละคน ดังนั้น อันดับแรกที่ต้องคำนึงถึงและต้องเตรียมพร้อม คือ เรื่องของภาษา ทุกคนต้องเรียนรู้และใช้ภาษาอังกฤษให้ได้ทั้งสิ้น ตั้งแต่นายกรัฐมนตรี ไปจนถึงเกษตรกรชาวไร่ ชาวนา ชาวบ้านทั่วไป นักเรียน นักศึกษา เด็กและเยาวชน

1. ทักษะด้านการเรียนรู้ (Learning Skill)
2. ทักษะด้านการปรับตัว (Adaptability Skill)
3. ทักษะชีวิต (Life Skill : Pluralistic Society)
4. ทักษะการทำางาน (Work Skill)

เตรียมพร้อม...อาจารย์และบุคลากรทางการศึกษา
ต้องพัฒนาศักยภาพของตนเองทางด้านการเรียนการสอน การทำการวิจัย การทำนุบำรุงศิลปวัฒนธรรม สร้างตนให้เป็นคนรู้เท่าทันสถานการณ์ การสร้างความสามารถในการทำงานร่วมกับผู้อื่นที่ต่างวัฒนธรรมได้และเรียนรู้ประเทศเพื่อนบ้านทั้งในด้านประวัติศาสตร์และวัฒนธรรมเพื่อให้เกิดความเข้าใจอันดีระหว่างกัน พร้อมกับสร้างโอกาสเรียนรู้ภาษาต่างประเทศ ต้องเพิ่มทักษะทางด้านภาษาอังกฤษให้มากขึ้นให้สามารถสื่อสารได้เป็นอย่างดี
