การบริหารงานส่งเสริมคุณธรรม จริยธรรม ของนักเรียนในอำเภอเวียงแหง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงใหม่เขต 3 ประชากรได้แก่ ครู ในอำเภอเวียงแหง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงใหม่เขต 3 จำนวน 182 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม และทำการวิเคราะห์ข้อมูลโดยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัย พบว่า การบริหารงานเพื่อส่งเสริมคุณธรรม จริยธรรม ของนักเรียนในอำเภอเวียงแหง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงใหม่ เขต 3 โดยรวม อยู่ในระดับ ปานกลาง เมื่อพิจารณาเป็นรายด้านเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านการจัดกิจกรรมส่งเสริมคุณธรรม จริยธรรมในโรงเรียน อยู่ในระดับ มาก รองลงมา ด้านการกำหนดเป้าหมายและนโยบายในการส่งเสริมคุณธรรม จริยธรรมในโรงเรียน อยู่ในระดับ ปานกลาง และด้านการประเมินผลการพัฒนาคุณธรรม จริยธรรมในโรงเรียน อยู่ในระดับปานกลาง
ปัญหา คือ โรงเรียนได้กำหนดกิจกรรมที่ส่งเสริมคุณธรรม จริยธรรม แต่ขาดผู้รับผิดชอบที่ต่อเนื่อง ไม่ได้กำหนดแนวทางปฏิบัติตามนโยบายที่ชัดเจน การจัดกิจกรรมไม่เป็นไปในแนวทางเดียวกัน ไม่มีคนรับผิดชอบ ไม่มีการประเมินกิจกรรม ไม่มีแผนการประเมินผลกิจกรรม ไม่นำผลการจัดกิจกรรมมาปรับปรุง และพัฒนา
ข้อเสนอแนะ คือ ควรกำหนดแนวทางปฏิบัติการจัดกิจกรรม ส่งเสริมคุณธรรม จริยธรรม ควรสอดแทรกในแผนการจัดกิจกรรมการเรียนรู้ทุกวิชา ควรกำหนดกิจกรรมที่เป็นรูปธรรม ควรมีการส่งเสริมเด็กดี โดยมอบเกียรติบัตร หรือประกาศเกียรติคุณ ควรกำหนดรูปแบบการประเมินกิจกรรมที่ชัดเจน ควรนำผลประเมินการจัดกิจกรรมใช้ปรับปรุง และพัฒนากิจกรรม
