มีการบูรณาการรายวิชาต่างๆ มากขึ้นจึงได้กำหนดกลุ่มงานจัดการศึกษาวิชาศึกษาทั่วไปขึ้น ในปีการศึกษา 2548โดยให้มีหน้าที่ประสานการพิจารณาหมวดวิชาการศึกษาทั่วไปสำหรับนิสิตระดับปริญญาตรี และส่งเสริมสนับสนุนให้มีการจัดการเรียนการสอนรายวิชาศึกษาทั่วไปให้เป็นมาตรฐานเดียวกันทั้งมหาวิทยาลัย โดยได้รวมระบบการบริหารจัดการไว้ที่กองทะเบียนและประมวลผล ฝ่ายวิชาการและวิเทศสัมพันธ์ เพื่อให้การจัดการศึกษาวิชาศึกษาทั่วไปของมหาวิทยาลัยมหาสารคาม ตอบสนองต่อนโยบายและการพัฒนาคุณภาพบัณฑิตตามปรัชญาพื้นฐานของการจัดการศึกษาที่เอื้อต่อหลักสูตรที่หลากหลาย และส่งเสริมให้เกิดการใช้ทรัพยากรร่วมกันเพื่อใช้ประโยชน์สูงสุดของทางราชการ
สภามหาวิทยาลัยในคราวประชุมครั้งที่ 9/2550 เมื่อวันที่ 28 กันยายน 2550 ได้ให้ความเห็นชอบให้จัดตั้งหน่วยงานใหม่ คือ โครงการจัดตั้งสำนักศึกษาทั่วไป ซึ่งให้บรรจุไว้ในแผนปฏิบัติราชการ
4 ปี (พ.ศ. 2550– 2553) ต่อมาตามมติสภามหาวิทยาลัยในคราวประชุมครั้งที่ 9/2551 เมื่อวันที่ 26 กันยายน 2551 มีมติให้จัดตั้ง สำนักศึกษาทั่วไป และสภามหาวิทยาลัยมหาสารคามเห็นชอบข้อบังคับมหาวิทยาลัยมหาสารคาม ว่าด้วยการบริหาร และการดำเนินงานสำนักศึกษาทั่วไป พ.ศ.2552 เมื่อวันที่ 30 มกราคม 2552 โดยนายกสภามหาวิทยาลัยได้ลงนามข้อบังคับฯ เมื่อวันที่ 21 กุมภาพันธ์ 2552
เนื่องจากการบริหารจัดการเรียนการสอนในหมวดวิชาศึกษาทั่วไปนั้น เดิมคณะต่าง ๆ
