ข้อเสนอแนะในการศึกษาการมีส่วนร่วมของประชาชนในการดำเนินโครงการอนุรักษ์และพัฒนาชุมชนป้อมมหากาฬ ควรเริ่มจากการกำหนดนโยบายจากล่างขึ้นบน ควรศึกษาจากความต้องการของประชาชนและมีการวางแผนบริหารจัดการดำเนินการอย่างเป็นระบบ หน่วยงานภาครัฐควรให้ประชาชนเข้าไปมีส่วนร่วมในกระบวนการกำหนดแนวทางและวางแผนในการพัฒนาพื้นที่ร่วมกัน เพื่อให้ประชาชนได้มีส่วนร่วมกับหน่วยงานภาครัฐในการ รับฟัง แสดงความคิดเห็นแลกเปลี่ยนความคิดเห็น และแสดงบทบาทของชุมชน พร้อมกับตัดสินใจร่วมกันในแนวทางการวางแผนการดำเนินโครงการต่อไป
