เมื่อประมาณปลายเดือนกันยายน พ.ศ. 2524 พ.ต.ณรงค์เดช นันทโพธิ์เดช ได้นำพระราชดำริเกี่ยวกับการพัฒนาลุ่มน้ำคลองจำไหรและคลองหอยโข่ง มาให้สำนักชลประทานที่ 9 (จังหวัดชลบุรี) เพื่อพิจารณาในการจัดหาน้ำเพื่อการอุปโภค – บริโภค และการเกษตรกรรมให้กับราษฎรในพื้นที่ตำบลคลองหอยโข่งและบางส่วนของตำบลทุ่ง ลาน อำเภอคลองหอยโข่ง (ปัจจุบันแยกการปกครองเป็นอำเภอคลองหอยโข่ง) จังหวัดสงขลา ประกอบกับหน่วยทหารของ ร.5 พัน 4 ปัจจุบันเปลี่ยนเป็นกองพลพัฒนาที่ 4 (ค่ายรัตนพล) ได้ไปตั้งหน่วยอยู่ในเขตบริเวณดังกล่าว ซึ่งขาดแคลนน้ำในการอุปโภค – บริโภค และในกิจกรรมอย่างอื่นซึ่งต้องจัดหาน้ำให้กับหน่วยทหารใช้ควบคู่กันไปด้วย
