กระทรวงคมนาคมและกองทัพอากาศได้เล็งเห็นปัญหาดังกล่าว จึงได้นำเสนอคณะรัฐมนตรี เพื่อขอความเห็นชอบในการจัดตั้งบริษัทขึ้นเพื่อดำเนินการซ่อมอากาศยาน เป็นส่วนรวมของประเทศ ซึ่งจะเป็นการใช้ทรัพยากรของประเทศ ที่มีอยู่ให้เกิดประโยชน์สูงสุด

โดยให้จัดตั้ง บริษัท อุตสาหกรรม การบิน จำกัด เป็น บริษัทที่มีทุนจดทะเบียนขั้นต้น 100 ล้านบาท โดยสำนักงานส่งเสริม วิสาหกิจ ขนาดกลาง และ ขนาดย่อม ( สสว.) ถือหุ้น ในสัดส่วนร้อยละ 70 และ กองทัพอากาศ ( กองทุน สวัสดิการทหารอากาศ) ถือหุ้นในสัดส่วนร้อยละ 30 ปัจจุบันได้ปรับสัดส่วนเป็น 51:49

โดยคณะรัฐมนตรี ได้กำหนดวัตถุประสงค์ ในการจัดตั้งบริษัท อุตสาหกรรมการบิน จำกัด เพื่อดำเนินกิจการซ่อมอากาศยานให้แก่ส่วนราชการต่าง ๆ โดยบริษัทฯ ที่จัดตั้งขึ้น จะต้องเป็นศูนย์ซ่อมอากาศยาน ที่เป็นมาตรฐานสากล เพื่อจูงใจให้ต่างประเทศส่งอากาศยาน มาซ่อมในศูนย์ซ่อมฯ ในประเทศไทย

บริษัท อุตสาหกรรมการบิน จำกัด ได้จดทะเบียนเป็นนิติบุคล ประเภทบริษัทจำกัด เมื่อ 31 ต.ค.46 และขอมีเลขและบัตรประจำตัวผู้เสียภาษีอากรเมื่อ 10 พ.ย.46 รวมทั้งจดทะเบียนภาษีมูลค่าเพิ่ม เมื่อ 10 พ.ย.46

ซึ่งทางบริษัท อุตสาหกรรมการบิน จำกัด ได้รับการรับรองเป็นหน่วยซ่อมมาตรฐาน จาก กรมการขนส่งทางอากาศ ( DEPARTMENT OF CIVIL AVIATION, THAILAND ) กระทรวงคมนาคมเมื่อ 1 พ.ค.47

โดยขีดความสามารถการซ่อมอากาศยานนั้น สามารถซ่อมใหญ่เครื่องบินและเฮลิคอปเตอร์ได้หลายแบบ ณ ศูนย์ซ่อมอากาศยานขนาดใหญ่ที่ กองบิน 4 อำเภอตาคลี จังหวัดนครสวรรค์และศูนย์ซ่อมเฮลิคอปเตอร์ที่กองบิน 2 อำเภอเมือง จังหวัดลพบุรี รวมทั้งยังมีศูนย์ซ่อมเครื่องยนต์และศูนย์บริภัณฑ์อากาศยานที่ส่วนกลางดอนเมือง ซึ่งขีดความสามารถการซ่อมบำรุงอากาศยาน
