พระราชดำริ "ทฤษฎีใหม่" เป็นแนวทางหรือหลักการในการจัดการทรัพยากรระดับไร่นาคือที่ดินและน้ำ เพื่อการเกษตรในที่ดินขนาดเล็กให้เกิดประโยชน์สูงสุด ในการดำเนินการทฤษฎีใหม่ ได้พระราชทานขั้นตอนดำเนินงาน ดังนี้
