เป้าประสงค์ : มหาวิทยาลัยขอนแก่นเป็นมหาวิทยาลัยต้นแบบในการนำเอาหลักการของการวิจัยไปประยุกต์ใช้ในการพัฒนางานประจำและการพัฒนาองค์ความรู้เพื่อนมหาวิทยาลัยขอนแก่น ไปสู่
“มหาวิทยาลัยที่ใช้การวิจัยเป็นฐานในการพัฒนา (Research Based University)”
ประกอบด้วย 6 กลยุทธ์ คือ
1) พัฒนาระบบบริหารจัดการงานวิจัยของมหาวิทยาลัยให้มีความพร้อมที่จะก้าวไปสู่
การเป็นมหาวิทยาลัยวิจัยชั้นนำของโลก
2) การสร้างบรรยากาศการวิจัยที่เอื้อต่อนักวิจัยให้สามารถผลิตผลงานที่มีคุณภาพ
