ประเทศไทยเป็นหนึ่งประเทศที่ทั่วโลกที่กำลังจับตามอง ซึ่งประเทศไทยควรต้องรู้จักใช้ประโยชน์จากเอเชียให้เต็มประสิทธิภาพ แนวทางหนึ่งที่จะผลักดันการขยายตัวทางเศรษฐกิจไทยได้อย่างเต็มที่ คือการรวมกลุ่มเป็น (ASEAN Economic Community: AEC) ซึ่งจะทำให้ประเทศไทยสามารถใช้ประโยชน์จากตลาดขนาดใหญ่ได้มากขึ้น


AEC เกิดขึ้นจากการก่อตั้งอาเซียน (Association of Southeast Asian Nations : ASEAN) ตั้งแต่ปี 2510 ตามปฏิญญาอาเซียน หรือปฏิญญากรุงเทพฯ โดยทิศทางการวางแผนด้านเศรษฐกิจของอาเซียนเริ่มชัดเจนมากขึ้นหลังจากการประชุมสุดยอดผู้นำอาเซียนครั้งแรกเมื่อเดือนกุมภาพันธ์ 2519 โดยผู้นำอาเซียน 5 ประเทศ ได้ลงนามร่วมกันในเอกสารสำคัญ 2 ฉบับได้แก่ Declaration of ASEAN และ Treaty of Amity and Cooperation in Southeast Asia ที่ระบุความร่วมมือทางเศรษฐกิจหลายด้านเพื่อการดำเนินการต่อไป ต่อมาในช่วงปี 2521- 2540 อาเซียนได้ขยายความร่วมมือในส่วนที่เกี่ยวข้องกับการรวมกลุ่มทางเศรษฐกิจอย่างเป็นรูปธรรมมากขึ้น ความตกลงที่สำคัญที่สุดคือ การจัดตั้ง “เขตการค้าเสรีอาเซียน” (ASEAN Free Trade Area : AFTA) การเจรจาเพื่อตกลงจัดทำเขตการค้าเสรีได้ทำให้เกิดความร่วมมือทางเศรษฐกิจในระดับภูมิภาคและยังขยายออกไปนอกภูมิภาค วิวัฒนาการนี้ได้ดำเนินต่อมาจนถึงปัจจุบัน

จุดเปลี่ยนสำคัญสำคัญสำหรับการจำตั้ง AEC เกิดขึ้นในช่วงระหว่างปี 2541 – 254 เนื่องจากได้เกิดวิกฤตการเศรษฐกิจโลกถดถอยอย่างรุนแรง ทำให้อาเซียนจำเป็นต้องวางแผนดำเนินงานด้านเศรษฐกิจให้ชัดเจนยิ่งขึ้นเพื่อเสริมสร้างความแข็งแกร่งและความสามารถในการแข็งขันของภูมิภาค ผู้นำอาเซียนจึงได้เห็นชอบต่อแผนปฏิบัติฮานอย (Hanoi Plan of Action) ในปี 2541 เพื่อใช้เป็นแผนการดำเนินงานให้บรรลุวิสัยทัศน์อาเซียน ประกอบกับกระแสความเจริญด้านเทคโนโลยีโลกาภิวัฒน์ และความล่าช้าในการเจรจาพหุภาคีจอง WTO ทำให้อาเซียนเข้าสู่การเจรจาจัดทำเขตการค้าเสรีกับประเทศต่าง ๆ ทั้งในและนอกภูมิภาคตามที่ได้กล่าวไปข้างต้น นอกจากนี้ประเทศจีนและอินเดียเข้ามามีบทบาทอย่างมากในภูมิภาคในช่วง 3-5 ปี ที่ผ่านมาและเป็นแหล่งดึงดูดในด้านเศรษฐกิจสำคัญ ซึ่งเมื่อเปรียบเทียบกับประเทศอาเซียนแต่ละประเทศที่มีเศรษฐกิจเล็กมาก

ด้วยเหตุนี้จึงเป็นปัจจัยหนึ่งที่ทำให้อาเซียนต้องเร่งดำเนินการรวมกลุ่มภายในระหว่างประเทศสมาชิกให้แข็งแกร่งยิ่งขึ้นเพื่อนำไปสู่การเป็นประชาคมเศรษฐกิจอาเซียนในลักษณะคล้ายคลึงกับประชาคมเศรษฐกิจยุโรป(European conomic Community: EEC) ผู้นำอาเซียนในขณะนั้น จึงได้ประกาศให้การรวมกลุ่มต้องเสร็จสิ้นภายในปี 2563 ตามแถลงการณ์บาหลี ฉบับที่ 2 (Bali Concord II) เมื่อวันที่ 7 ตุลาคม 2546 กระทั่งในปี 2550 ผู้นำอาเซียนได้เร่งรัดเป้าหมายของการจัดตั้งประชาคมเศรษฐกิจอาเซียน จากเดิมที่กำหนดเป้าหมายไว้ในปี 2563 เป็นปี 2558 เพื่อให้ทันต่อสถานการณ์ทางเศรษฐกิจโลกที่เปลี่ยนแปลงไปและได้ลงนามในกฎบัตรและปฏิญญาว่าด้วยแผนงานการจัดตั้งประชาคมเศรษฐกิจอาเซียน (ASEAN Economic Community Blueprint) ซึ่งจะเป็นแผนงานสำหรับการดำเนินการตามพันธกรณีต่าง ๆ ที่เกี่ยวข้องเพื่อนำไปสู่การจัดตั้ง AEC ต่อไป เมื่อเดือนพฤศจิกายน 2550
