ศูนย์ศิลปะ วัฒนธรรมและชุมชนสัมพันธ์ ก่อตั้งมาตั้งแต่มีการจัดตั้งวิทยาลัยเมืองหาดใหญ่ เมื่อปี พ.ศ. 2540(9เมษายน2540)เดิมมีชื่อว่า“ศูนย์ส่งเสริมศิลปวัฒนธรรม”สังกัดฝ่ายวิชาการเป็นงานฝ่ายสนับสนุนอยู่ในส่วนงานของสำนักกิจการนักศึกษาในเวลานั้น งานด้านการทำนุบำรุงศิลปวัฒนธรรมดำเนินการในรูปของของโครงการและกิจกรรมต่างๆโดยเฉพาะกิจกรรมตามประเพณีตามเทศกาลต่างๆในรอบปีให้นักศึกษาได้มีส่วนร่วม และได้รับประสบการณ์ที่เป็นการปลูกฝังคุณธรรม จริยธรรม และค่านิยมในเอกลักษณ์ไทย ต่อมาได้พัฒนามาเป็น “ศูนย์ศิลปวัฒนธรรมและชุมชนสัมพันธ์”สังกัดฝ่ายกิจการนักศึกษาและชุมชนสัมพันธ์มีสำนักงานตั้งอยู่ในอาคารศูนย์กีฬาของมหาวิทยาลัยต่อมาในปีพ.ศ.254 เมื่อวิทยาลัยเมืองหาดใหญ่ได้รับมติเห็นชอบให้เปลี่ยนประเภทสถาบันเป็น“มหาวิทยาลัยหาดใหญ่”ศูนย์ศิลปวัฒนธรรมได้รับการพัฒนาให้สืบเนื่องต่อมาโดยลำดับ และในปีการศึกษา 2551 ได้ปรับเปลี่ยนชื่อเป็น “ศูนย์ศิลปะ และวัฒนธรรม” ประกอบด้วยงานฝ่ายต่างๆ 3 ฝ่าย คือ

โดยตั้งแต่ในปีพ.ศ.2550เป็นต้นมาได้ย้ายหน่วยงานไปประจำที่อาคารศูนย์ประณีตศิลป์ เป็นอาคารทรงไทยประยุกต์ โดยมีพระเจ้าวรวงศ์เธอ พระองค์เจ้าโสมสวลี พระวรราชาทินัดดามาตุ เสด็จมาเป็นองค์ประธานเปิดอาคารในวันที่ 10 เมษายน 2550 ซึ่งตรงกับวันฉลองครบรอบหนึ่งทศวรรษมหาวิทยาลัยหาดใหญ่ โดยอาคารมีลักษณะเป็นเรือนหมู่ ทุกหลังมีชานโล่งเชื่อมต่อถึงกัน เริ่มก่อสร้างตั้งแต่ปี พ.ศ. 2548 แล้วเสร็จในปี พ.ศ. 2550 มีพื้นที่ใช้สอยทั้งหมด 3,000 ตารางเมตร ประกอบด้วยอาคารสำนักงานศูนย์ศิลปะ วัฒนธรรมและชุมชนสัมพันธ์ พิพิธภัณฑ์เมืองหาดใหญ่ ห้องดนตรีไทยและนาฏศิลป์หอเกียรติยศและมีเวทีกลางแจ้งเพื่อรองรับโครงการและกิจกรรมต่างๆเพื่อให้มีความพร้อม และความคล่องตัวในการดำเนินงานด้านทำนุบำรุงศิลปวัฒนธรรม ตามนโยบายและพันธกิจของมหาวิทยาลัย
