บทคัดย่อ
การศึกษาพัฒนาการและการมีส่วนร่วมของประชาชนในการจัดการป่าชุมชนพื้นที่ตำบล
บ้านสา อำเภอแจ้ห่ม จังหวัดลำปาง มีวัตถุประสงค์ 2 ประการ คือ 1) เพื่อศึกษาถึงพัฒนาการ วิธีการจัดการ และบทบาท ของชุมชนในการมีส่วนร่วมกับการอนุรักษ์ป่าชุมชนในพื้นที่ตำบลบ้านสา อำเภอแจ้ห่ม จังหวัดลำปางด้วยตนเองและการร่วมมือกับองค์กร 2) เพื่อศึกษาถึงปัจจัยที่มีอิทธิพลต่อผู้นำในชุมชนและคนในชุมชนในการเข้าไปอนุรักษ์ป่าชุมชนในพื้นที่ตำบลบ้านสา อำเภอแจ้ห่ม จังหวัดลำปาง โดยวิธีการศึกษาเป็นการวิเคราะห์ข้อมูลจากข้อมูลปฐมภูมิและทุติยภูมิ ด้วยแบบสอบถาม และการสัมภาษณ์ อีกทั้งการวิเคราะห์สถิติเชิงพรรณนา
ผลจากการศึกษาถึงพัฒนาการ วิธีการจัดการ และบทบาท ของชุมชนในการมีส่วนร่วมกับการอนุรักษ์ป่าชุมชนในพื้นที่ตำบลบ้านสา พบว่าการที่ป่าเสื่อมโทรมและถูกทำลายส่งผลเสียแก่ชุมชน เช่น ป่าไม้มีจำนวนลดลงแหล่งน้ำในการเกษตรไม่เพียงพอ เป็นต้น จึงเกิดเป็นแนวคิดในการอนุรักษ์ป่าชุมชนร่วมกับการมีบทบาทร่วมกับองค์กรจากภาครัฐและเอกชน ได้มีแนวคิดในการอนุรักษ์ป่าและฟื้นฟูป่า โดยมีภาคเอกชนเข้ามาให้ข้อคิดเห็น สร้างความรู้ความเข้าใจ สร้างการเรียนรู้ และสร้างกระแสอนุรักษ์ร่วมกันกับชาวบ้าน ทำให้เกิดความสนใจทั้งทางภาครัฐและเอกชน
โดยวิธีการจัดการป่าชุมชน มีกฎระเบียบในการใช้ทรัพยากรป่าอย่างชัดเจนในชุมชน คนในชุมชนมีส่วนร่วมในการจัดการป่า มีการแบ่งโซนพื้นที่ในการใช้ประโยชน์จากป่ามีกิจกรรมที่เกี่ยวข้องกับการอนุรักษ์ป่า มีงบประมาณในการจัดการทรัพยากรป่าจากหน่วยงานภาครัฐ และเอกชน มีกลุ่มอาสาสมัคร กลุ่มอนุรักษ์ป่า พบว่าค่าเฉลี่ยโดยรวมอยู่ที่ 4.062 อยู่ในระดับมากที่สุด ทำให้พบว่าวิธีการจัดการทรัพยากรป่าชุมชน เป็นวิธีการที่ดีและมีประสิทธิภาพในการจัดการป่าชุมชน

บทบาทการมีส่วนร่วมขององค์กรภาครัฐ พบว่าหมู่บ้านในพื้นที่ตำบลบ้านสาได้รับการจัดสรรงบประมาณด้วนการอนุรักษ์ทรัพยากรป่าไม้เป็นแค่งบประมาณที่ผ่านการจัดสรรจากส่วนกลางของรัฐบาล และบทบาทการมีส่วนร่วมขององค์กรภาคเอกชน จากการดำเนินการ กิจกรรม CSR (corporate social responsibility) โดยผ่านการจัดการด้านสิ่งแวดล้อมและการมีส่วนร่วมกับชุมชนของโครงการ SCG รักษ์น้ำ เพื่ออนาคต ช่วยแก้ไขปัญหาด้านทรัพยากรน้ำและยังช่วยสร้างรายได้ให้กับชุมชน
และผลจากการศึกษาถึงปัจจัยที่มีอิทธิพลต่อผู้นำในชุมชนและคนในชุมชนในการเข้าไปอนุรักษ์ป่าชุมชน พบว่าจากปัจจัยด้านกายภาพและด้านวิถีชีวิตของคนพื้นที่ตำบลบ้านสา จากลักษณะทางกายภาพเป็นป่าต้นน้ำ มีลำห้วยเล็กและใหญ่ กระจายอยู่ทั่วในบริเวณป่า ซึ่งเป็นแหล่งต้นน้ำของแม่น้ำวัง ซึ่งเอื้อประโยชน์ต่อคนในชุมชนแต่ละหมู่บ้านเองและยังเอื้อประโยชน์ต่อชุมชนใกล้เคียงที่มีลำห้วยเดียวกัน จึงมีการร่วมมือกันอนุรักษ์ทรัพยากรป่าไม้ไปพร้อมๆกันเป็นการสร้างการมีส่วนร่วมของประชาชนในพื้นที่

และประโยชน์ที่ได้รับหลังจากการเข้าไปอนุรักษ์ มีดังนี้ ด้านทรัพยากรที่เกิดขึ้นจากป่า ด้านเศรษฐกิจ และด้านทัศนคติของคนในชุมชนในการสร้างกระบวนการเรียนรู้เพื่อฟื้นฟูและอนุรักษ์ป่าการแก้ไขปัญหาชุมชน เป็นการใช้ภูมิปัญญาด้านการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อม จากการเรียนรู้ของชุมชน นำไปสู่การปฏิบัติจนเกิดเห็นผลเป็นรูปประธรรม ทำให้ชุมชนสามารถกำหนดแนวทางการพัฒนาแบบยั่งยืนในการฟื้นฟูและอนุรักษ์ป่าของชุมชน
